The Investment for Employment Facility (IFE) is preparing to launch a new call for projects in Morocco. This initiative aims to encourage job creation and the establishment of social protection systems in the private sector.
From January 27, 2025, private companies, public organizations and non-profit structures will be able to apply for co-financing grants. The objective of this program is to support investments capable of generating jobs in the private sector, while strengthening social measures for workers.
Targeted subsidies
In addition to the grant, candidates will also be able to apply for an additional financial contribution from the IFE, with a view to putting in place social protection schemes and measures co-financed by the employer. The IFE awards grants ranging from 650,000 to 10 million euros per project for the job creation component, knowing that preference will be given to projects combining job creation and social protection measures, such as:
- Projects that enable employees and their families to access social protection benefits beyond the legal minimum requirements (e.g. additional health or accident insurance, pension schemes or other social protection measures offered by the employer).
- Projects that formalize the status of workers in employment
- Projects that contribute to the promotion of women’s employment or the socially equitable transition to a climate-friendly economy.
The IFE exclusively supports mature projects, which have not yet been launched, and which present reasonable prospects of operational and financial viability.
In addition to the subsidy request, investment project leaders will be able to request temporary co-financing intended to put in place additional social protection measures for the benefit of employees and their families. Initiatives aimed at providing social protection benefits to workers from the informal sector are also eligible for co-financing, provided they go beyond legal minimum standards. These measures may include:
- Strengthened social security (for example, health insurance or supplementary unemployment insurance),
- Investments in social measures (e.g. kindergartens, health care centers, rehabilitation of workplaces with the aim of making them more accessible to people with disabilities),
- All other forms of combination of these measures.
How the application process works
The online application procedure will begin on January 27, 2025 and will take place in two stages:
- IFE will make a pre-selection based on the concept notes submitted;
- Selected applicants will be invited to submit detailed project proposals, which will then be evaluated in depth.
Applications submitted before February 28, 2025 will benefit from an accelerated evaluation and successful applications will be offered a grant contract.
