To close the year of its 50th anniversary, the Association of Social Actions of (AASM) chaired by Paul Carius decided to name the ESAT of Rivière l'or in Saint-Joseph after Charles Barclay, the former director of general services of the General Council. The latter has always been involved in local social action. The ceremony took place on Thursday, December 19 in the presence of actors from social life.

Since May 2024, the AASM association has launched the celebrations to commemorate its half-century of existence by organizing several events. Among these, we will remember the names of several sites. In the Camée district in Rivière-Pilote, the structure “Medical-Pedagogical Institutes” (IMP) bears the name of Frantz Prudent, former head of department of the Marin hospital center who died at the age of 95.

This action reinforces the desire of the board of directors to pay tribute to actors in social life such as the neurologist Georges Buisson. In this process, Esat Kariba (Rivière-Pilote) is called Louis Félix Ozier-Lafontaine and for the last celebration, that of Rivière l'or in becomes Charles Barclay.

Born in Lamentin in 1941, to a father who was a photographer and a mother who was a housewife. He is the eldest of eight children. After schooling at Lamentin, secondary studies at the Lycée Schœlcher and higher studies at the Henri Vizioz Institute, he obtained his degree in public law.

In 1968, after passing the national Social Security Inspector exam, he was assigned to the regional directorate of Social Security in the Antilles and Guyana.

This senior servant of the State from 1978 to 1986 exercised at the highest level. Successively principal inspector of Health and Social Affairs, he was departmental director in and Val-d'Oise in .

In 1986, he was seconded by the Ministry of Social Affairs to the General Council of Martinique to direct social services. In 1992, he was appointed deputy general manager with attributions relating to the field of social housing, culture and sport.

His commitment goes beyond the professional framework, he has campaigned within several associations. In his acceptance speech, the former director of social affairs underlines:

My experience allows me to affirm that the public authorities of the State or communities could not claim total efficiency of their social policy, without the assistance of the associations which are involved in the field work…. This is why special support must be given to them, because they ensure the extension of public action to the people who benefit from it. These associations must be considered as partners and not as competitors…Our mission is to create conditions likely to re-establish true equality of opportunity for the benefit of people who are deprived of it, either since birth, by the occurrence of work accidents. life, by age, or because of economic, educational or family deficiencies that they suffer.

President Carius is proud to speak about this institution which has trained many citizens by giving them equal opportunities.
