Furthermore, we would like to provide some testimony on the diplomatic stay of the outgoing Ambassador.
Without intending to be discourteous, I certify that the association has never benefited from a subsidy, financing, plane ticket, hotel accommodation or other costs. advantages of previous regimes.
So, it is with ease and objectivity that I say these words, in good faith:
Dr Mouhamed Abibou Diallo is leaving his position in Qatar after years of good and loyal service, as far as I know. Which I assume is real. End of a very rich mission that the sixth Resident Ambassador of Senegal in Doha carried out brilliantly, in my humble opinion. Let us recall that the assignment of Dr Diallo from Kuwait to Qatar took place in a context where the Dakar-Doha axis was not very welcoming due to international political vicissitudes, exogenous to the bilateral relationship itself. The Middle East is a conflict-prone region.
A fine connoisseur of the Gulf where he spent a good time of his academic life, continued in Canada, Dr. Diallo has substantially revitalized cooperation. In Doha where he had done part of his studies, he assured the Qatari authorities, during his diplomatic mission, of the solidity of the partnership with Senegal. Links that the missionary was able to make unwavering and unshakable, in accordance with the main task assigned to him. Yes indeed, the permanent emissary was delegated with the objective, among other things, of fully restoring political trust between the two States, not in the electoral sense obviously.
At the bilateral level, he has initiated a number of successful projects. The one that seems most relevant to me is the admission of Senegal to the Gas Exporting Countries Forum (GECF) whose headquarters is in Doha.
At the multilateral level, the most remarkable illustration of the perfect understanding between Doha and Dakar during its magisterium is that, for the 2024-2026 mandate, the Emirate chairs the conference of Ministers of Culture of the member countries of the Organization of Islamic Cooperation (OIC), in duo with Senegal, which holds the Vice-Presidency. This is under the aegis of the Islamic World Educational, Scientific and Cultural Organization (ICESO). Positions that cannot be occupied, in tandem, without consultations and negotiations. In short, as the talented Dr. Diallo knows how to do. The very skilled mathematician who, during his full powers, considerably strengthened the links between the two countries.
I remind you that ICESCO is made up of 54 countries. You imagine the tough and bitter battle that takes place between States when vacancies loom. No nation remains indifferent, the stations are so coveted. The countries elected or designated by their peers are not necessarily the most prosperous or the least well-off but certainly the best prepared.
I'm talking about cultural diplomacy, the liturgy of Muslim peoples, emotional heritage, soft power…
At the local level, many of our nationals established in Qatar, therefore from reliable, credible and reliable sources, told me that they were very satisfied with the visit of Dr Mouhamed Habibou Diallo. In short, Dr was an added value for the expatriates, if I rely on the statements of the residents consulted. However, I think that human work, by its very nature, remains imperfect. Consequently, Dr Mouhamed will necessarily leave minor assets and liabilities to his honorable successor.
An Embassy, being a place of public service, our compatriots appreciated the speed of processing requests for administrative papers (establishment of passport, renewal, obtaining identity card, registration in the civil status register, declaration of birth, need consular card etc. Under his leadership, Dr. Diallo and his very dedicated team (advisers, chancellors, attachés and other collaborators) always handle the requests made by Dakar, the 'team'. sends them to the central portion which, in turn, transmits them to the competent services (Ministries, Directorates, Agencies, Offices, Delegations, etc.). Diallo ensures effective monitoring and follows up, if necessary. is a link in the administrative chain. The Prime Minister and the Presidency have respectively an authoritative and supreme role. Our fellow citizens living in Qatar are a community. Other Senegalese are established in Africa. Europe, America, Asia and Oceania. Governments act according to their means and their wishes. No least developed country (LDC) has been able to satisfy, 100/100, all the needs of all its expatriates.
I'm not exonerating anyone.
Alert and quick-witted, like a good “doomi daara”, Habib for short is very rigorous and precise in his work. Passionately holding on to the sacredness of his word which binds the State, the experienced diplomat does everything to keep his commitments. Festivities such as the celebration of the national day gave the opportunity to appreciate the ceremonial of which he was the master.
Alas, the men pass and the Embassy remains. Every beginning has an end, whether good, less good or bad, the world is thus made by its creator, the true watchmaker, manager of time. The important thing is what the story remembers. Their Excellencies Adama Amadou Lo, Pape Alioune Ndao, Adama Sarr, Cheikh Tidiane Sy, Dr Mamadou Sall had all integrated it, as good Muslims. They all contributed positively to strengthening the relationship. The diplomats do not work for a regime but for a State.
Beyond politics, beyond diplomacy, as long as our time on earth is respectable.
Ambassador Moustapha Cissé (Pire), Mr. Mame Birama Fall (Ndiassé) and so many others that I didn't know or hang out with enough; who built stone by stone or developed the relationship; and that His Majesty has “recalled to him” welcomes you to paradise.
May Allah protect me from snobbery and selective amnesia.
The history of cooperation will forever remember these names, inscribed in the annals of collective memory.
We are hopeful that this vitality will continue with the incoming Ambassador HE Cheikh Tidiane Sall whom we congratulate on his appointment and offer him our compliments. His reputation as an open man is part of the character and values of a good manager.
His profile augurs a consolidation of the partnership on all levels, in particular the economic-commercial and in terms of Youth-Sports-Culture.
I say “marhabane” to him and wish him good success in opening a new chapter in the Senegalese-Qatari relationship. The mission assigned by HE Bassirou Diomaye Diakhar Faye, President of the Republic and Mr. Ousmane Sonko, Prime Minister is exhilarating.
Returning to Dr Mouhamed Habibou Diallo, I fully align myself with the words of the Minister of State for Foreign Affairs, His Excellency Sultan Bin Saad Al Muraikhi (a more authoritative voice) who, during the farewell audience, warmly thanked the Senegalese diplomat, on behalf of His Highness the Emir and the Qatari Government, for his numerous efforts aimed at deepening relations, also wishing him every success in the future.
As President of the Senegalese-Qatari Friendship Circle, this can be considered a social and para-diplomatic discharge.
A positive rating of the work done by the former Envoy Dr Mouhamed Habib Diallo.
My testimony is consistent with the principles of citizen monitoring of public action.
