Is this finally the end of the soap opera of real estate project Emblemthis stalled construction which was to accommodate offices, housing and businesses on Place Simone Veil in Nancy?
Thursday, December 19, during the last metropolitan council of the year 2024, the Metropolis adopted the amicable memorandum of understanding found between the three parties: the City of Nancy, Greater Nancy and the Nouvel Habitat group.
A decision which does not go down well with the opposition which denounces “a lack of transparency”.

The metropolitan council was agitated during this deliberation. Several opposition mayors took the floor to express their disagreement with this protocol found after 18 months of mediation.
Asked by Lorraine NewsLaurent Hénart, then mayor of Nancy when the Emblème project was validated, does not hide his concern. “ I am not opposed to its abandonment, but there is a lack of transparency in the deliberation. We do not know the amount of suspensive compensation requested by the promoter if this protocol fails. It’s still about the amount of financial risk,” he explains.
He points to the future of the plot: “With the new PLUI (local intercommunal urban plan), the plot on Place Simone Veil will become unbuildable and lose its value when the protocol comes into force on January 1, 2026. We are getting into a formidable gear. »
What the amicable agreement provides for the abandonment of the Emblème project
After 18 months of mediation, the City of Nancy, the Métropole du Grand Nancy and the Nouvel Habitat group reached an amicable agreement which follows the following conditions:
– the public acquisition of the “Embleme” plot for 2.225 million euros;
– the sale to the Nouvel Habitat group of land located in the Austrasie ZAC for 1.875 million euros to create a mixed housing complex with activities;
– the possibility for the Nouvel Habitat group to build a set of housing units in the future administrative city project, 30% of which will be dedicated to the creation of social housing.
A financial loss for the community?
According to the former mayor of Nancy, this memorandum of understanding will losing money to the community. “The land was sold for 420,000 euros in 2018 to be bought back for 2.2 million euros today,” he specifies.
« We remove 4,800 m² from one side to give 14,000 m² on the other to the manufacturer. We give up our land without competitive bidding and without knowing the projects that will be built there,” he concludes.
False arguments for the majority
Contacted, Isabelle Lucas, 1st deputy to the City of Nancy and metropolitan councilor, responded to these arguments: “As Mathieu Klein said during the deliberation, this is a judicial mediation, carried out under the aegis of the administrative court.It is a public document and everything is very clear, there are no gray areas. Everything is very structured and must be validated by a judge. »
What has been said is false: the plot will remain buildable under the new PLUI. It will be designed in the spirit that we want to give to this Place Simone Veil. Abandoning this project was one of our campaign commitments and we kept it. It was also an expectation of the residents.
The current majority highlights the sale price of the plot in 2018: “The land was sold off.Selling this land in the city center for only 420,000 euros is a challenge», Underlines the elected official.
