The former top commander of the gendarmerie, General Moussa Fall, is the subject of a double complaint filed by Ibrahima Diagne, former commander of the second squadron of the presidential guard. Currently detained in Rebeuss for plotting against state authority under Macky Sall and undermining military authority, Ibrahima Diagne accuses the general of a series of serious failings.
According to L'Observateur, which publishes this information in its Monday edition, the complainant accuses Moussa Fall of acts of kidnapping, harassment, and torture. He also accuses him of having initiated an irregular disciplinary procedure against him, leading to his dismissal from the gendarmerie and his violent arrest last February in Mandégane, in Casamance.
Ibrahima Diagne's complaint extends to the commander of the Ziguinchor Research Section. The newspaper specifies that other gendarmes, whose identity remains confidential for the moment, could be involved in this procedure.
Still according to the daily newspaper of the Future Media Group, reports Seneweb, Ibrahima Diagne was taken from Rebeuss prison on the basis of a request dated November 21, 2024, to be interviewed at the Rebeuss district police station. It was on this occasion that he officially filed his double complaint via the Prison Administration.
The investigation, ordered by the public prosecutor at the high court of Dakar, was opened on November 8.
Ibrahima Diagne, who strongly contests the accusations against him, denounces a procedure marred by irregularities which led to his dismissal and his incarceration.
