As Racing signs its entry into contention in the Coupe de France, the Pas-de-Calais prefecture has issued a prefectural decree prohibiting supporters of the Racing Club of Strasbourg from circulating freely within a certain perimeter defined below:
Article 1
Article 1 indicates that: “from December 21, 2024 at 10:00 a.m. to December 22 at 10:00 a.m., any person claiming to be a supporter of the Racing Club de Strasbourg Alsace, or behaving as such, is prohibited from driving or parking on the public highway in the streets and places included in the following perimeter:
- Dam Gaston Berthe
- Avenue Raymond Poincaré
- Avenue Winston Churchill
- Henri Hénon Bridge
- Allied Boulevard
- Just Vétillart
- Quai Crespin
- Fournier Quay
- Volga quay
- Quai de la Meuse
- Andrieux Quay
- Commerce wharf
- Boulevard la Fayette
- Boulevard Pasteur
- Rue des Fontinettes
- Rue Stephenson
- Rue Colbert
- Boulevard Gambetta
- Rue de Verdun”
Article 2
Article 2 specifies that “the supporters of the Racing Club de Strasbourg Alsace must comply with the organizational arrangements provided by the organizers of the meeting:
- not go to one of the places or areas referred to in article 1
- go only to the “visitors” stand of the Stade de l’Epopée and do not go to any other stand
- Strasbourg supporters authorized to travel by coach or minibus must go to the rest area located downstream of the “SETQUES” interchange of the A26 motorway. The meeting time is set for 6:30 p.m. Supervised by the police, they will then go to the visitor access to enter a dedicated stand.
- At the end of the match, a retention period is planned in the visitors’ stand in order to facilitate the dispersion of local supporters and avoid crossing flows. The Strasbourg supporters will then leave the stadium with authorization from the police, the latter escorting them to the motorway.”
Article 3
“In the enclosure and around the stadium, within the perimeter described in article 1, the possession, transport and use of all firecrackers, smoke bombs or pyrotechnic devices, flags and banners whose inscriptions call to provocation, violence or hatred and any object that could be used as a projectile as well as the possession and transport of all alcoholic beverages.”
Article 4
“This decree is published in the collection of administrative acts of the Pas-De-Calais prefecture. It is also notified to the public prosecutor at the Boulogne Judicial Court, to the presidents of the Racing Club of Calais and the Racing Club of Strasbourg Alsace, posted in front of the Calais town hall and in the immediate vicinity of the perimeter defined in article 1. ”
Article 5
“On the basis of article L 332-16-2 of the sports code, non-compliance with this decree is punishable by six months’ imprisonment and a fine of €30,000. In the event of conviction, the additional penalty of a one-year stadium ban, provided for in Article L 332-11 of the said code, is mandatory, unless there is a specially reasoned decision to the contrary.”
Article 6
“The sub-prefect of the district of Calais, the secretary general of the prefecture, the chief of staff, the interdepartmental director of the national police of Pas-de-Calais, the colonel commanding the departmental gendarmerie group and the mayor of Calais are responsible, each as far as they are concerned, for the application of this decree which will also be communicated to the prefect of Bas-Rhin.
