This Friday, November 29, 2024the CAF de l'Hérault and the Métropole de Montpellier have signed the renewal of the Employer Mobility Plan (PDME) for 2024-2027. This program, initiated five years ago, aims to reduce the use of private cars for commuting and professional travel by employees. Since its implementation, it has transformed travel habits within the organization.
From 2018it set up electric scooters and bicycles, organized bicycle marking and repair workshops, and initiated tests to encourage employees to turn to more environmentally friendly modes of transport. The collaboration with Klaxit, now BlaBlaCar Daily, has made it possible to structure carpooling, while the Sustainable Mobility Package, introduced in 2022, offers a financial incentive to use these gentle means of transport.
???? What is the Sustainable Mobility Package?
The Sustainable Mobility Package (FMD) is a system set up by the French State to encourage employees to favor environmentally friendly modes of transport for their home-work journeys. This system allows employers to pay compensation, exempt from taxes and social security contributions, to employees who opt for sustainable mobility solutions.
This package covers different modes of transport such as cycling (electric or not), carpooling (as a driver or passenger), rental electric scooters, shared mobility services (such as electric cars or scooters) as well as use of public transport not covered by a subscription.
Employees can benefit from support of up to 800 euros per year, depending on the ceilings defined by their company. On the employers' side, this contribution is exempt from social security and tax charges.
The results are already visible. In 2023, 96 employees practiced carpooling, saving 11 tonnes of CO2. Furthermore, 21% of employees benefited from the Sustainable Mobility Package. On the cycling side, 147 electric bikes were loaned last year. Samuel, a CAF employee, illustrates this impact well: “Before, I took 55 minutes by car to come to work, sometimes longer with traffic jams. With an electric bike, I make the journey in 15 minutes. »
PDME 2024-2027: a reinforced ambition
The renewal of the PDME for 2024-2027 aims to go even further. CAF plans to renew its vehicle fleet with electric vehicles and reduce the size of its fleet. It also wishes to upgrade and simplify the Sustainable Mobility Package to make it even more attractive. Activities and training, such as mobility breakfasts or workshops on the mobility fresco, will increase employee awareness. Finally, initiatives such as the extension of carpooling to the Béziers site or obtaining the Employeur Pro Vélo label, with an audit planned in December 2024are on the program.
The Montpellier Metropolis is a key player in this system. Since the start of the partnership, it has provided precise maps of employees' home-work journeys, making it possible to adapt mobility solutions to each individual's needs. Julie Frêche, vice-president in charge of transport, recalls the importance of this type of program: “Reducing emissions while improving the purchasing power of employees is essential. The CAF shows that these objectives can be achieved simultaneously. »
Thierry Mathieu, director of CAF de l'Hérault, welcomes the progress made. It highlights the 15% reduction emissions linked to commuting since 2018. This reduction can also be explained by an increase in teleworking, particularly after the health crisis. “These results show that our actions have a real impact on the environment. We will continue to work with the Metropolis to go even further. »
Sustainable mobility for all
Despite these advances, challenges persist. Cyclist safety remains a major concern. “The feeling of insecurity on the roads slows down certain employees,” recognizes Thierry Mathieu. By combining technical solutions, financial support and employee support, the CAF de l'Hérault hopes to prove that the ecological transition can be inclusive and effective. Julie Frêche supports: “Our policies must adapt to the realities of employees, without ever making those who do not yet have the opportunity to change their habits feel guilty. »
