During the Grand Dole community council, in Authume, Thursday, November 14, elected officials approved, with seven abstentions, the 2025 budgetary guidelines report. “Out of 2.8 billion collected by the State from local authorities, we are assuming a withdrawal of one million euros,” estimated Jean-Pascal Fichère. But nothing is definitive. »
2.5 million euros from the Besson legacy
In terms of operating revenue, no increase in direct local tax rates (property tax, housing tax and business property tax), and continued reduction in the rate of the household waste removal tax from 0.5 points. “The other revenues are constant except for an update of the prices for the ALSH (leisure receptions without accommodation) and the canteen,” predicts Jean-Pascal Fichère. In total, “our gross self-financing capacity fell from 5,967,000 euros to 4,392,000 euros. »
“The net self-financing capacity after levies and other charges increases from 4,184,000 in 2024, an amount which can be explained because we have exceptional revenues which come in particular from the Besson legacy (from 2 and a half million) to 2 345,000 euros in 2025,” adds the president of Grand Dole.
Investments: 6 to 8 million euros
The outstanding debt is at 32,863,000 euros as of December 31, 2024, Grand Dole plans to borrow 2.5 million euros in 2025 for an outstanding debt estimated at 33,088,000 euros. “We are planning 6 to 8 million euros net investment with subsidies that we could expect project by project,” he explains. On the program in particular, work in the ALSH of Foucherans (550,000 euros) and Champvans (310,000 euros), “this becomes imperative because the children are very cramped, particularly in terms of catering”. As part of the Besson legacy, energy rehabilitation work on the Hôtel-Dieu media library will be included.
In addition, the rehabilitation of the CE Solvay in Tavaux is planned, thermal renovation of the dojo, “and then in this building opposite the media library and the ALSH, there are rooms available that we would like to arrange,” explains Jean-Pascal. Fichère, these will not be big investments, but it is to make meeting rooms, training rooms, for the sports clubs which work in Tavaux such as Jura dolois football and Grand Dole rugby, and others possibly “. The budgetary orientation report prepares the vote on the 2025 budget which will take place on Wednesday December 18.
