East and west of the Moselle, in rural or urban areas, mayors met at the AMF congress this week to talk about finances, planning or security, against a backdrop of exasperation.
Thursday, at the close of this show, Prime Minister Michel Barnier slightly extended his hand towards the mayors. The Association of Mayors of France (AMF) has conceded progress but a head of government who “does not give up on finances”. The latter opted for the cancellation of the retroactivity of the reduction in the FCTVA reimbursement rate and a longer spread of the contribution to the CNRACL. Announcements which are in addition to those made in favor of the departments a few days earlier and which will reduce the burden imposed on communities.
The Prime Minister also made some announcements which were contained in the AMF report submitted to the government: a major project on the status of elected officials will be implemented in 2025 and reforms are expected for the ZAN (Zero Net Artificialization). Several mayors, particularly in Moselle, had asked the State for more freedom in their public policies but also to “stop infantilizing elected officials”. Michel Barnier heard the criticism and, like his remarks to the Departments, reiterated his desire to trust communities, so that mayors “no longer have the impression of being subcontractors of the State “.
