According to the French Entrepreneurship Index published by Bpifrance Le Lab at the end of 2023, the proportion of people interested in entrepreneurship is higher in QPV than in the rest of French territory (16% vs. 9% in 2023). However, it is not the intention to create that is lacking in these territories but the taking of action made more difficult by the lack of information and visibility on the systems, the lack of connection with support players and the difficulties in accessing financing for business creation. As part of the program Entrepreneurship Neighborhoods 2030 launched by the State and the Banque des Territoires (Caisse des Dépôts group), a system with €456 million which aims to triple the support actions for neighborhood entrepreneurs, Bpifrance and Initiative Réunion have thus committed to reduce disparities in entrepreneurship in the neighborhoods of CIREST and CASUD urban areas thanks to their support for the deployment of the entrepreneurship bus in their territory.

This first Co Créa Meeting aims to bring together the creative collective (support networks, regional partners) of Réunion in order to allow the ecosystem to work better together in the service of neighborhood entrepreneurs. During this morning of discussions, Marie Adeline-PeixExecutive Director of Regional Partnerships, Creation and Territorial Action of Bpifrance, Vassili Czorny, Deputy Secretary General for Regional Affairs, Prefecture of presented the measures of the Entrepreneurship Neighborhoods 2030 program. Subsequently, creative professionals participated in workshops on the 3 axes of the program in order to develop avenues operational actions that respond to the problems of entrepreneurs in Reunion’s neighborhoods.

At the end of this Co Créa Meeting, the stakeholders inaugurated the first overseas entrepreneurship Bus in Reunion.

Anchored in the Neighborhood Entrepreneurship 2030 program, the Entrepreneurship Bus provides collaborative, itinerant local support for neighborhood residents. This device “ to go towards » aims to facilitate talent identification in city policy districts and to enroll them in a course of support for business creation. By 2027, the program aims to deploy 40 Entrepreneurship Buses throughout , detect 60,000 people and cover 1,300 neighborhoods.

In 2021, 10 itinerant buses were deployed on French territory. 8,200 people were identified and nearly 2,300 project leaders were directed towards local creation support players. In 2023, 11 new winners were selected including Initiative Réunion to strengthen the territorial network in Réunion.

This Bus intervenes on 13 priority districts of the city covering more than 52,000 inhabitants. Robin Vervent, project manager of this system, will go directly to meet future creators and entrepreneurs where they live. It will contribute to the success of their project through information, advice and guidance towards territorial solutions (local players in the entrepreneurship ecosystem providing support and financing) responding to the needs detected. On a recurring basis, the project manager, in collaboration with local stakeholders (Réseau Initiative, Beelab, ADIE, France Travail, Local Mission, Le PLIE, the Chamber of Commerce and Industry (CCI), Chamber of Trades and l'Artisanat (CMA), Osez Entreprendre, REUSIT, CAE Possible etc.), will organize offices in the area to receive the public on the Bus. The territory's institutional stakeholders will be fully involved in this approach in connection with the territorial dynamics around employment and economic development (city contract/community economic development services, social cohesion department, social economy department & solidarity CASUD, responsible for employment, integration and training CIREST, delegated to prefects, state services).

The acquisition of the Bus was entirely financed thanks to the Entrepreneurship Neighborhoods 2030 program operated by Bpifrance, and financed by the State and the Banque des Territoires. In this context, the public bank also co-finances the operation of the system alongside CIREST and CASUD.

An encouraging result for the entrepreneurship bus with more than 210 people made aware in 6 months!

In six months of awareness-raising activities in the CASUD and CIREST neighborhoods, the bus was able to capture the attention and arouse the interest of 210 people around issues related to entrepreneurship. Among them, 161 carriers of ideas, desires or projects (including 65 from the Priority Districts of the City (QPV) were identified). Of these 161 people detected, 58 were referred to specialized support structures, whether for the creation, development or financing of their ideas/projects. These results demonstrate the relevance and effectiveness of this local system.
