Faced with the climate emergency, ecological planning gives a course in terms of reducing greenhouse gases and preserving biodiversity by 2030. This national plan makes France one of the first country to adopt a global and concrete strategy. It allows each sector and each actor to have a vision of the path to follow to achieve the national objectives of decarbonization of less than 55% in 2030, preservation and conservation of biodiversity and more generally of resources.

The organization of a conference of the parties (COP) in each department makes it possible to involve local actors, in particular communities, in the approach to the territorialization of ecological planning with the identification of structuring actions in favor of the ecological transition in many areas: biodiversity, water and soil; transport and mobility; residential and tertiary buildings; agriculture, forestry and food; energy and circular economy; industry and employment; health, sport and culture.

The second Haut-Rhin departmental conference of parties was held at the beginning of September under the presidency of Thierry Queffélec, prefect of Haut-Rhin and Denise Buhl, vice-president of the region in charge of mountains, rurality and local heritage.

At the end of this first year of work, a collective trajectory was built on the basis of a shared diagnosis for the Grand Est region by 2030, articulating the priorities of the different national and local scales, both public and private. .

A significant part of these actions will materialize this year with the updating of the Territorial Pacts for the Success of the Ecological Transition in line with the Grand Est regional roadmap.

To support the implementation of this ecological planning, the government has deployed a system called the “Green Fund”. All the “Green Fund” measures are available on the website territorial aids. Interested communities and project leaders can always submit their projects on the dedicated “simplified-processes” platform.
