With his Planet Channel devicethe Department participates in thehome improvement by helping to energy renovation of housing. “With nearly one in two homes built before 1975, without thermal regulations, and more than 50,000 thermal strainers (label F or G), the Manche region must take up the challenge of energy renovation to reduce energy bill households. »
Evolution of the device
Launched in 2015, the system supports individuals and condominium managers in their energy renovation projects. It is complementary to ANAH (National Housing Agency) aid which concerns renovation projects with social issues. The Department's assistance thus supported around 160 projects per year until 2022, “i.e. more than 1,000 homes renovated in seven years”.
“This device is a real support for the economy and local jobs allowing the annual achievement of 10 to 12 million jobs by our Manche companies and artisans. In addition to improving the energy performance of housing, Planète Manche Rénovation helps with work to respect old buildings, improve architectural quality or install renewable energy. »
After 7 years of implementation, the system evolved in 2023 “in order to better meet the needs of the Manchois, while retaining its strong point: helping ambitious projects in energy and architectural terms, particularly on old buildings but also by simplifying the procedures for the user. »
The assistance is now aimed at owners who occupy a house over 15 years old as their main residence. “She is not subject to no income criteria. »
At least 2 workstations
Projects must concern at least two work stations (insulation, carpentry, heating, etc.) including one mandatory insulation station (walls, roof or floors). Individuals are now oriented towards one-stop shop France Rénov' advice spaces, represented in the department by 7 winds in Coutances.
Individuals who wish can continue to contact CAUE50 within the framework of architectural advice to individuals for questions relating to old buildings, heritage, materials, architecture, etc.
The amount of aid is established according to a grid (aid per m², per unit or package). “Work specific to old buildings (corrective coatings, natural lime repointing, etc.), external thermal insulation and the installation of renewable energy (wood stove or boiler, geothermal heat pump, solar water heater or solar heating) are significantly supported. »
The ceiling help per folder is set to 10 000 € ; a “project management” bonus of €1,500 can be added to this ceiling for the monitoring of the work by an architect or project manager. “Departmental aid can be combined with most existing aid. »
For the change of use too
“In 2023, 173 individual house projects were supported with a grant of just over 1 million euros. The average aid is €5,900 per file ; 28 files reached the maximum aid of €10,000 (i.e. 15% of the files) and 23 files benefited from the project management bonus,” indicates the Department.
For co-ownerships, the system has also evolved. Support from a project management assistant referenced by the ANAH is now compulsory and the aid is 25% of the amount of eligible work up to a limit of €75,000. Five projects have been supported since 2017, including two this year in Granville and Saint-Lô. The objective of the Department is tosupport 5 to 10 projects per year.
Finally, Planète Manche has a “change of use” component in order to facilitate the transformation of certain buildings (tertiary sector, offices, businesses, wasteland, schools, agricultural buildings, etc.) into individual or collective private homes.
Here too, the Department's assistance is conditional on the project being supported by a project manager or an architect. It is 50% on the project management part up to €2,500 and 25% of eligible expenses with a ceiling of €10,000.
