The construction of the first pair of EPR2s in Penly will generate strong housing needs, which must be met without generating additional tensions on the housing market.

The Dieppe-Maritime agglomeration community as well as the communities of communes Terroir de Caux, Falaises du Talou and Villes Sœurs were selected, in a joint application, under the government system “Territory committed to housing”. The territory affected by the major EPR2 project is therefore among the 22 winning territories at the national level and will benefit from exceptional support to increase the housing supply. At the end of the analysis of the application, a subsidy envelope of 5 million euros was allocated by the State in order to support operations which make it possible to meet the objective of accelerating the production of housing in the territory by 2027.

During the Housing Conference held in Dieppe on November 14, 2023, the prefect of Seine-Maritime highlighted the need to work on several axes, as part of a strategy aimed at providing sustainable housing and promote territorial housing balance.

The State provides support to communities and housing operators through the following actions:

✅ Mastery of furnished tourist accommodation, the strong development of which unbalances the rental market. Also, the prefect authorized the municipality of Dieppe in December 2023 to deploy a framework to regulate the change in use of seasonal rental housing.

✅ Resolving the vacancy in the private park. The National Housing Agency financially supports the study on housing vacancies in Dieppe. The city of Dieppe, winner of the national plan to combat vacant housing, benefits from the “zero vacant housing” tool made available by the Ministry responsible for housing. The State is joining the experimental approach initiated by the Normandy Region to combat vacancy in the areas of Dieppe-Maritime, Falaises du Talou and Sister Cities.

✅ Limitation of land consumption. The State provides support for brownfield reconversion projects with the mobilization of the Green Fund. Increased subsidies are planned for social housing projects in real estate and land recycling (acquisition-improvement of existing buildings and brownfield operations). The densification of planned operations into new offerings is encouraged.

✅ Integrated governance to monitor the dynamics of housing needs and supply in the region. This joint governance of “Grand Projet” and “Territoire committed to housing” also makes it possible to bring together stakeholders and monitor the progress of projects for which the State provides support in order to facilitate their emergence, particularly in terms of town planning. and regulatory procedures.
