During the budgetary orientation debate, Frédéric Duchéthe mayor of Andelys (Eure), had warned: “We will need rigidity and flexibility in the execution of the 2024 budget.”

A cumulative surplus of €1,456,964 in 2023

Before examining it in detail during its meeting on Tuesday April 9, 2024, the municipal council had to vote on the 2023 administrative account (CA).

This is summarized as follows in the operating section: €9,788,549 in expenses and €10,889,633 in revenue.

The City therefore carried out a excess of €1,101,083. The investment section is also surplus to €355,881 with €2,924,293 in expenses for €3,280,174 in revenue.

The administrative account was adopted with four abstentions.

A growing budget

Despite an uncertain inflationary context, the municipality is thinking even bigger for the year 2024.

Boris Doizythe Director General of Services (DGS), presented an increasing initial budget without resorting to an increase in tax rates and public service prices.

The increase in general expenses (€2,791,625 compared to €2,453,798 in the 2023 turnover) and personnel costs (€5,743,973 compared to €5,658,342 in the 2023 turnover) will be offset in revenue by a slight increase in the overall operating allocation (€2,510,000 compared to €2,475,502 in the 2023 turnover) and tax revenues (€6,165,373 compared to €6,036,795 in the 2023 turnover) thanks to the evolution of the rental bases.

The 2024 budget therefore amounts to €17,561,636either €11,896,693 in operation and €5,664,943 in investment.

3.28 million euros equipment expenses are notably planned.

40% of this sum, or €1,305,604, will be devoted to the rehabilitation, development and accessibility of public buildings.

€517,000 for the Marcel-Lefèvre school

If it was planned to carry out work for €250,000, ultimately €517,000 excluding tax will be allocated to theMarcel-Lefèvre school.

“This establishment, which dates from the 1950s, presents structural problems which have accelerated in the last two years. After a soil study carried out in the fall, it appeared that the initial foundations of the building were undersized in relation to the load-bearing capacity and weight. This differential settlement causes the building to move. Once we had the cause, we had to check the structure of the building because we didn’t want to take any risks. There is nothing to worry about but work needs to be done. »

Several options were considered. The first consisted of drilling micro-piles under the building to a depth of 16 meters, an operation estimated at 1.2 million euros.

The solution of injecting expansive resin was finally chosen.

“To recreate a floor as hard as concrete, we drill every 70 cm and fill the gaps. »

The mayor indicated that he was in negotiations with the Department and the prefect to finance this improvement operation.

Other expenses

This program provides €228,000 for the gymnasiums, a large part of which for the renovation of the roof of the Henri-Boyer gymnasium and €115,000 for accessibility to the former Château des Alcools as well as the central town hall.

On the other hand, the creation of a leisure area located between Les Saules, Les Pérelles and the Jean de La Fontaine residence was abandoned due to the refusal of the residents.

Other projects:

  • creation of a multi-activity center and a multi-professional health center (€606,000 for the purchase of the building, the design of the project, the building permit and the launch of works contracts).
  • preliminary studies for the restoration of the Saint-Sauveur church and organ + work on the collegiate church and the church + beautification of the Ste Clotilde fountain (€338,270).
  • acquisition of the Fontainettes estate, former house of the director of Holophane (€400,000), with a view to transferring the Nicolas-Poussin museum there.
  • renovation of municipal roads and public spaces, burying of networks and development of video protection (€646,861).

“Prepare for emergencies”

For the opposition group “Les Andelys ensemble” including François Vauthrin became the spokesperson, the years but above all the budgets follow one another and are similar.

“Constrained budget, controlled taxation, preserved self-financing, structuring projects, always the same vocabulary but for what reality? »

He continued about the multi-professional health center.

“A health center is a great idea provided you have professionals who settle there and for the moment nothing has been won yet. Let’s hope that you succeed so as not to offer the Andelysians just a simple annex town hall on the banks of the Seine as a consolation prize and an empty medical shell. »

And the municipal councilor concluded:

“You are crumbling your investments to deal with emergencies linked to the aging of our buildings by failing to undertake comprehensive renovation projects to save energy. You sprinkle the city with some visible works to prove that you are taking action. We are not fooled by your enthusiasm but are well aware that you continue to be subject to your previous choices. »

“A shift in perception”

To respond, Frédéric Duché declared:

“You are repeating yourself too. You are consistent in your opposition and I am consistent in my majority. You are right, nothing is happening at Les Andelys. Obviously, there is a gap in perception between what is done and what you feel. You are fixated on Place Nicolas-Poussin but you forget the money that we put into the cinema because the project was not up to what it is today. It’s tiring to show so little ambition for the city that we are responsible for administering collectively. You dismantle the health center project, we are not creating it to accommodate existing doctors. They refuse to come there, it’s their choice and it belongs to them. I only hope one thing: it works with or without them. »
