According to the DIN, the presence of cameras has several positive aspects. They provide evidence in the event of grievances or complaints from the accused. They also reduce the risk of accidents because they have “a deterrent effect” in terms of aggression or self-mutilation. Finally, they increase the speed of intervention. But on these last two points, “such a system would only be really effective if staff viewed the images live 24 hours a day,” specifies the Department. The latter notes, however, that the storage of images, set at 100 days, represents “a considerable technical challenge”. The legal limits of the system also constitute a difficulty in implementing it.
