The Full Employment Law, in its article 20, referred its application to an ordinance overseas. This must be adopted before June 18, 2024 after a consultation phase (see Minimum consultation to adapt the Full Employment Law to overseas territories)

The Departmental Council of Réunion unanimously spoke out against the draft order transmitted by the government by publishing the text below

The elected representatives of the Departmental Council voted unanimously to reject this draft ordinance. by adopting the opinion of the joint commission bringing together the Solidarity and Social Cohesion Commission and the Youth and Integration Commission of the Departmental Council. If they adhere to the principle of reinforced support, they want this to be done with the necessary means and time.

Indeed, taking into account the particular situation of Reunion Island, namely 150,000 job seekers for only 40,000 job offers estimated in December 2022, they insistently recall the main requests for adaptation already proposed on several occasions to know :

  • a more gradual ramp-up of reinforced support, at least until 1er January 2030 instead of January 1, 2027, to adapt to the intervention capacities of operators and recruitment of companies
  • a maintenance of the current system of sanctions, namely the possibility of suspending the allowance only after advice from the multidisciplinary team.

The Community dares to hope that these requests will be taken into account in the order.

The Departmental Council through this deliberation confirms its previous deliberations which had expressed their opposition to the sanctions (see In Reunion, Élisabeth Borne had put forward the sanctions against the beneficiaries of the RSA. Upon its departure the departmental council unanimously voted against the sanctions ) and expressed their reluctance regarding the obligation to register with Pôle emploi (see The departmental council of Réunion, engaged in the RSA experiment, fears that automatic registration with Pôle emploi would result in numerous sanctions)
