The Seine-Maritime prefecture is organizing a civil security exercise on May 14. This exercise responds to regulations resulting from the Internal Security Code. It will make it possible to test the systems provided for in the specific intervention plan (PPI) of the Compagnie industrial maritime in Saint-Jouin-Bruneval, the update of which is in progress and which will be approved shortly by the prefect of Seine-Maritime.

The objectives of the exercise?

Three main objectives were defined for this large-scale exercise:

  • test the dissemination of the alert to services and the population;
  • test the connection between emergency plans – the manufacturer’s internal operating plan (POI) and specific intervention plan (PPI) in particular;
  • test the evacuation of the Saint-Jouin-Bruneval beach.

The Compagnie Industrielle Maritime in Saint-Jouin-Bruneval, part of the NOVEN group, is an independent company storing crude oil and refined products.

The accident scenario that will be tested as part of the exercise will be based on the fire of one of the four hydrocarbon storage tanks present on the site.

The area of ​​potential increased effects is likely to impact two municipalities: Saint-Jouin-Bruneval and Poterie-Cap-d’Antifer.

The exercise will make it possible to test the articulation with the various emergency plans: internal company operations plans (POI), special security plan (PPMS) in educational establishments, municipal safeguard plan (PCS) in communities.

On the ground, means of fighting fire, rescuing people as well as securing the risk zone will be deployed.

The prefecture of Seine-Maritime, the urban community of Le Havre Seine Métropole, the municipalities of Saint-Jouin-Bruneval and Poterie-Cap-d’Antifer, the Regional Directorate for the Environment, Development and Housing ( DREAL), the Department of Seine-Maritime, the Departmental Fire and Rescue Service (SDIS76), the Departmental Directorate of Territory and the Sea (DDTM), the Maritime Industrial Company (CIM), the Samu 76B Le Havre , the Regional Health Agency (ARS), the Departmental Directorate of National Education Services (DSDEN), the departmental national gendarmerie group, Haropa Port – Territorial Unit of Le Havre and the Atmo Normandie association will participate in this exercise.

The specific intervention plan (PPI) of the Compagnie Industrielle Maritime in Saint-Jouin-Bruneval

The Special Intervention Plan (PPI) meets a regulatory obligation for Installations classified for environmental protection (ICPE) classified Seveso high threshold.

The PPI is a provision of the Orsec system (organization of civil security response) which is linked to the various emergency plans (POI – PPMS – PCS).

Under what conditions can it be triggered?

The PPI can be triggered by the Prefect in the event of an incident or accident whose effects go beyond the limits of the company. It is based on potential accident situations, determined by danger studies which model danger distances, in order to define the operational measures of the PPI and its scope of application.

The PPI meets a main objective: to protect populations, property and the environment.

To do this, the document plans predictable measures aimed at alerting the population and isolating the potential danger zone.

It also involves coordinating relief efforts by ensuring perfect transmission of operational alerts to all crisis management stakeholders, taking into account the particularities of each company and its environment.

The revision of the PPI of the Maritime Industrial Company in Saint-Jouin-Bruneval is underway and will be approved, by prefectural decree, following feedback from the exercise of May 14, 2024.

Activation of means of alerting the population

Among the alert means, the FR-Alert tool will be tested for the 4th time, in practice, in the Seine-Maritime department.

In what situations is FR-Alert triggered?

Fr-Alert is intended to broadcast imperative instructions for the protection of the population (containment, shelter, evacuation, etc.) in the event of imminent danger.

How does this tool work?

FR-Alert is a particularly effective alert tool because it is intrusive, combining specific audio, visual and message alerts. It allows you to issue instructions on specific behaviors to adopt and safety instructions to follow to protect yourself in the event of imminent dangers, day or night. It combines two technologies:

– THE cellbroadcast which allows a notification to be sent to anyone with a 4G or 5G mobile phone who is in a danger zone. The alert is activated on the phone even when the device is in sleep or silent mode. Receiving this notification does not require any prior installation on the phone.

– geolocated SMS which allows the reception of an SMS for all generations of mobile phones located in a danger zone.

What about other alert systems?

FR-Alert is complementary to existing alert systems (sirens, community information systems or EPCI, media relays, information on official social network accounts, etc.) and can be triggered, in accordance with the conditions set by the instructions national, when the authority decides to issue instructions to protect the population in the face of imminent danger that could threaten their integrity.

On the occasion of the CIM PPI exercise on May 14, the FR-Alert system will be implemented twice:

  • a first alert message will be sent to people located within the perimeter of the PPI indicating the instructions that would have been distributed to the population in the event of a real event and asking people located on the Saint-Jouin-Bruneval beach to evacuate in real life the area ((see map perimeter p.3)
  • a second end of alert message will be sent in the same geographic area.

Other alert means may also be activated:

  • the multi-channel alert tool of the Le Havre Seine Métropole urban community which allows an alert to be broadcast to people who have previously registered;
  • the CIM warning siren.
