The electoral deadlines having disrupted the calendar, it is only this Monday, September 30, 2024 that the prefect of Essonne, Frédérique Camilleri, a detailed before the departmental council, the review of State action in 2023. The State “ally” of the Department faced with budgetary difficulties

Sharing the observation made by the mayor of Massy, the prefect undertook to raise the situation and posed as an “objective ally” of the Department to “spend the next few months without penalizing citizens who benefit from the department’s policies.
“Important victories” against illegal parking near Orly
The departmental councilor of the canton of Athis-Mons, Jean-Jacques Grousseau, was concerned about the development of illegal illegal parking lots in the communities around Orly airport, questioning Frédérique Camilleri on the administrative, penal and legal tools to be put in place.

Deadlines for issuing residence permits to be shortened

Recalling that requests have seen a sharp increase since the implementation of dematerialization, the prefect explains that the deadlines are 239 days for first requests and 96 days for renewals.
“We must continue our efforts to reduce these deadlines to more reasonable durations and avoid breaches of law,” explained the senior official.
As for the identity cards and passports which experienced strong demand after the Covid-19 pandemic, the average time to obtain an appointment has now fallen to ten days, as has the manufacturing and delivery time.
No positions eliminated in the judicial protection of youth
Elected in the canton of Sainte-Geneviève-des-Bois, Marie-Claire Arasa expressed her concern about the saturation of emergency accommodation in Essonne as well as the consequences of the announcement of the elimination of several hundred positions in France, within the judicial protection of youth (PJJ).
“There is no no job cuts among the 270 agents in Essonne, there may be postponements of recruitment among the 11 planned for the start of the school year,” specifies the state representative.
Emergency accommodation saturated despite the increase in places
On the subject of emergency accommodation, the prefect recalls that State services finance 3,000 hotel places every day in 2024double that of six years ago.
“Despite the doubling of places, 115 does not accommodate everyonehence the prioritization work put in place to shelter vulnerable people (pregnant women, children, sick people) while monitoring people on the street,” explained Frédérique Camilleri.
Work to reduce emergency room numbers
The question and answer session was also an opportunity to address the subject of health, with Cendrine Chaumont, elected representative of the canton of Évry-Courcouronnes, questioning the prefect on health situation in the department.
“We see a high tension in emergency services, not only in winter, but also a deterioration in mental health,” replied the prefect of Essonne.
And to continue: “The ARS (Regional Health Agency) is working on the development of health services outside emergency services. On mental health, the ARS is committed to financing new projects and strengthening existing projects.”
Several health structures run by private operators
For her part, Anne Launay, elected official for the canton of Palaiseau, focused on the restructuring of the follow-up care and rehabilitation offer in Essonne.
“The offer will be strengthened in the region with projects to install Clinalliance in Dourdan and Étampes and Inicea in Juvisy-sur-Orge. At the same time, we count promote the increase in the cost of home hospitalization to meet patients’ expectations,” assured Frédérique Camilleri.
The desire to regulate the establishment of data centers

Essonne is under-equipped with accommodation facilities for travelers
Evoking the recent attack on the mayor of Villiers-sur-Orge by traveling people and having also been confronted with an illegal installation in her commune, Brigitte Vermillet, elected representative of the canton of Savigny-sur-Orge, questioned the State representative on the means implemented to stop these installations and facilitate obtaining compensation for victims of destruction and damage.

Dozens of assistant police positions to be filled
Responding to Damien Allouch (elected official from the canton of Épinay-sous-Sénart) who addressed the subject of brawlsthe prefect of Essonne indicates that “the places where there is the most, are the places where there is the least prevention financed by the State” and hopes that the upcoming call for projects “will allow the State to support initiatives in the places most concerned”.
Finally, Frédérique Camilleri raised the subject of police force in the department, announcing that in addition to the arrival of 27 new police officers in September, 16 net job creations will take place in November while awaiting the new promotion from the police academy in December.
While the number of police officers has been stable since 2017, the number of assistant police officers has decreased in recent years in Essonne.
“We have difficulty attracting people,” admitted the prefect. With the help of France Travaille, we will identify potential recruitment pools and carry out dozens of hires in the coming months.
State services hope in particular to convince among the 2,000 Essonnians trained in security professions before the Olympic and Paralympic Games.
