The session of the Saint-Louis departmental council held on April 26, 2024, was stormy. the debacle of the presidential election of March 24, 2024, Mansour FAYE, the standard bearer of the Benno Bokk Yakaar (BBY) coalition, used his means of influence to save the furniture and maintain the hold of the fallen majority on the institution.

Non-compliance with the parity rule affected the smooth running of the institution established since January 2022. A protest appeal brought by elected officials provoked a court decision issued to this effect in March 2023.

Sensing the danger of a reconfiguration that would be unfavorable to him, Mansour FAYE called a meeting of his advisors at the headquarters of the Alliance Pour la République (APR). He instructs them to vote in favor of Mariétou SOGUE, Moustapha FALL and Adama KANDJI for the positions of vice-presidents. For the elected secretaries, the mayor of Saint-Louis opts for Mbaye NDIAYE and Aminata DIALLO.

The leader’s surprise: Khady FALL, head of the APR, declared herself a candidate and maintained her position.

After many altercations, it was Ms. FALL who was elected first vice-president despite the instructions of the former Minister of Air Transport. From the outside, the mayor begins negotiations which will lead to the withdrawal of a candidate for the post of elected secretary, brandished by an ally of BBY.

Doctor Abdoulaye NDOYE of Rewmi will be overthrown having collected only 02 votes. Mbaye NDIAYE, head of the APR in Pikine, retains his chair as elected secretary, Moustapha FALL of the Socialist Party becomes 2nd president and Adam KADJI of the AFP takes the title of 3rd vice-president.

For having criticized the “dependent” approach of his former brown-beige comrades who do not hesitate to call Mansour FAYE in the middle of the session for injunctions, councilor Papa Samba NDIAYE says he suffered insults from a BBY adviser . “I filed a complaint,” he said.

While waiting for a new departmental election which will undoubtedly signal the breakdown of the dynamic of the outgoing regime, the new team is set to experience deep tears.
