Rabat – The 2024 version of the specifications for theater support is the same as that of the previous year, affirmed the Ministry of Youth, Culture and Communication – Department of Culture, stressing that only two new Provisions have been introduced and concern the support application file and its disbursement.

The ministry indicates that its press release published on June 14 concerning support for cultural and artistic projects in the theater, music and visual arts sectors for the year 2024, which included the specifications defining the terms of granting of support and its disbursement, aroused various reactions in artistic circles, most of which considered that new specifications had been put in place, including a series of amendments which “risk hindering the support process ”.

In an update on Wednesday, following these reactions, the Department of Culture specified that only two new provisions were introduced in the 2024 version of the specifications.

The first, we continue, concerns the support application file, and requires all workers in the candidate project to present a certificate of regular payment of contributions to the CNSS for insured persons working on their own account (article 30 of law no. ° 98.15 modified and supplemented by Law No. 64.23) or an updated certificate of affiliation to the CNSS for insured employees or a copy of the CNOPS affiliation card for civil servants, or a certificate of membership to the National Mutual of Artists (MNA), exceptionally this year, for those who have it.

The second concerns the disbursement of the support amount and requires “providing the ministry with a financial report drawn up by an accountant specifying the rates of income tax (IR) and VAT”.

The ministry recalls that the specifications for 2023 were the fruit of the discussions of the study day organized by the ministry on March 13, 2023 in Salé, with the participation of all parties concerned and which made it possible to restore the lost achievements and to strengthen support for residencies, workshops, festivals and for the organization and participation in cultural events.

As part of the improvement of the support system for cultural and artistic projects in the theatre sector, based on the recommendations of this study day, the Ministry recalls having consulted professional organisations to revise the joint decision on support for the theatre, currently under negotiation with all stakeholders.

And added that he planned to apply this new decision this year, while making possible amendments to harmonize the specifications, which delayed the announcement of support for this season.

In order to facilitate access to support this year, the ministry announces that the certificate of health coverage for all workers in the candidate project is now only required after obtaining support, provided that each party assumes its responsibility to regularize their situation with the aforementioned social protection organizations.

Regarding the financial report, the ministry explains that it is drawn up by the artistic project leader and certified by an auditor.

Furthermore, the department of culture assures that it will ensure that it studies the new specifications for 2025, as soon as the revised joint decision is published, with the participation of all stakeholders in order to mature the experience and develop the system. theater support.

He also expressed his great consideration for the concerns of professionals and workers in the theater sector as well as for the social and material conditions of most of them, just as he ensures to erect “the social protection project that His Majesty King Mohammed VI personally promotes, at the top of his priorities”.

The Ministry also takes into consideration the government’s guidelines aimed at generalizing health coverage in accordance with the High Royal Instructions, as much as it attaches great importance to the criticisms contained in the reports of the Court of Auditors concerning the implementation of artistic and technical support programs, as well as the memoranda and circulars relating to taxes.
