Launch of the intercommunal mutual in the Pays de Montbéliard

Friday December 13, 2024, Pays de Montbéliard Agglomération (PMA) officially signed an agreement in partnership with the Mutuelle Familiale in order to set up an intermunicipal mutual. PMA thus becomes the first local authority in North Franche-Comté to implement a public health system on this scale. Aimed at residents and people carrying out a professional activity in one of the 73 municipalities, the intermunicipal mutual will be effective from January 1, 2025. Public information meetings and physical offices will gradually be set up between January and February 2025.

A project which saw the light of day thanks to the initiative of the commune of Étupes

If the future territorialized mutual will be accessible in all of the 73 municipalities of the Agglomeration, this project was first thought of at a smaller level. In 2022, the Mayor of Étupes, Philippe Claudel, initially wanted to offer municipal mutual insurance to its residents. However, he quickly realized that a service extended to the entire territory would provide better access conditions for the 140,000 inhabitants of the Pays de Montbéliard. After discussion with Charles Demouge, President Pays de Montbéliard Agglomération, the latter confirmed the interest for the community to be part of this approach and commissioned Philippe Claudel to lead a working group on this theme (our information “Pays de Montbéliard Agglomeration will set up an intercommunal mutual insurance company at the scale of the Agglomeration.

A dedicated working group

All municipalities were thus associated with this project in order to carry out reflection on an intermunicipal scale. After several work meetings, a survey was carried out among residents in July 2022 to confirm the interest of this project. Among the responses obtained, it was noted that 59% of households consider the price of their mutual insurance “high” or that 41% of households consider it “too high”. On the basis of these encouraging results, a proposal for specifications for a future call for partnership was developed by the working group. On December 7, 2023, the specifications were presented to the Council of Mayors and at the end of the presentation, it was agreed to initiate a statutory modification procedure for a new assumption of competence allowing the establishment of an intercommunal mutual insurance company on the scale of Pays de Montbéliard Agglomération. The latter was thus initiated by deliberation in the Community Council on December 21, 2023. At the end of this procedure, having received the favorable opinion of the member municipalities, the community elected officials decided to launch a call for partnership in July 2024 with the objectives to find a mutual organization offering preferential rates and guarantees to improve access to care and to allow subscription to any resident and/or person carrying out a professional activity in the intermunicipal territory (not subject to a contract compulsory collective) to join.

A mutual partner selected: La Mutuelle Familiale

As part of this call for partnership, four candidates submitted an offer. After analysis and negotiation, it was the offer from La Mutuelle Familiale which was accepted by the Community Office on December 12, 2024.

Each contribution is dedicated to the payment of services and any surpluses are donated to develop new services for the benefit of members. Democratic operation: each member has one vote and can participate in the election of the General Assembly of delegates, guaranteeing transparent and participatory governance.

Rigorous and supportive management. La Mutuelle Familiale adopts economical and supportive management to reduce the cost of health care while ensuring quality services. This strategy allowed it to position itself: 28th in the mutuality TOP 30; 5th in financial strength (Argus de l’assurance 2021).

A strong commitment to prevention and environmental health. La Mutuelle Familiale makes it a point of honor to raise awareness and support its members in the areas of health prevention and environmental health, two major areas of its commitment to a healthier future. As such, La Mutuelle Familiale has developed an application called “VitaSanté” allowing citizens to communicate with artificial intelligence to find out about various prevention elements offered by the mutual. In summary, La Mutuelle Familiale is much more than just a mutual insurance company. It embodies a united model, close to members, and invested in strong human and social values.

Why did you choose La Mutuelle Familiale?

PMA details: “ La Mutuelle Familiale has submitted a file including a legible and complete application as well as a very interesting offer, both in terms of prices and guarantees, for the citizens of the Agglomeration. The offer provided was therefore judged to be economically and technically the most advantageous, in application of the judgment criteria provided for in the specifications. Family Mutual offers 4 levels of guarantees, ranging from a minimum contract guaranteeing 100% Health to a maximum contract offering very protective guarantees. Contribution rates vary according to the age of the member and also increase according to this criterion every 5 years. The prices offered are preferential and therefore very attractive. It is important to emphasize that, excluding legislative and regulatory changes, a price freeze has been negotiated with La Mutuelle Familiale, for the first two years of the partnership (2025/2026). As such, member contributions will not increase during this period.« .

Also, La Mutuelle Familiale offers services complementary to the individual contract, at no additional cost for its members, in particular: participation in a sports or cultural license for €20 per year; a teleconsultation platform available 24/7 allowing consultation with a doctor with the possibility of renewing a prescription or online prescription; a sponsorship system of €30 for the first godchild and €50 for other godchildren up to a limit of 5 sponsorships per year; finally, a contract number and a dedicated email address will be operational from January 2025 allowing residents to make an appointment for physical or telephone assistance in order to receive advice on complementary health offers.

This partnership is concluded for a period of 4 years and will take effect from January 1, 2025. The partnership can be renewed for a maximum period of 2 additional years.

Health skills, Pays de Montbéliard Agglomération engaged since 2020

Attracting new doctors to the region and improving access to care are two priorities for the Agglomeration, which today is once again responding concretely with the establishment of an intercommunal mutual fund which will benefit all of its residents. 140,000 inhabitants. A major commitment that began 4 years ago now. In December 2020, Pays de Montbéliard Agglomération acquired skills in health matters in order to find operational solutions to questions of access to primary care and to the significant problem of medical shortages in its territory.

Since 2021, PMA has been committed in particular to developing the attractiveness of its territory for healthcare professionals by allowing them to settle in well and ensuring their professional, social and family balance. If the health professionals’ center and the SYNAPSE digital portal (see below) are the cornerstones of the Agglomeration’s health policy, the latter also sets up a financial aid system for health professionals in the area. territory.

As part of its health competence, PMA can grant specific financial aid (equipment, materials, buildings, etc.) by deliberation of the Community Council. There are thus 3 types of aid offered by PMA: installation assistance, study and professional project compensation and financing of structures participating in ongoing care. For example, the Agglomeration undertakes to help students with €500 per month, during their last two years of study, provided that the students commit to working for at least five years in the region. A package of €10,000 is also granted for the installation of a practitioner on condition of practicing at least three years in the territory.
