Budget 2025: The Ministry of Health discussed before the budget commission

The Minister of Health Benjamin Hounkpatin was yesterday before the National Representation to explain in detail the government’s ambitions contained in its budget: 150.111 billion FCFA compared to 136.283 BILLION FCFA IN 2024. Thus, the resources allocated to the health sector for management 2025 budget amount to 150.111 billion compared to 136.283 billion in 2024. The health sector budget has therefore experienced a substantial increase of 10.15%, which corresponds in volume to 13.8 billion.

This increase is especially noted at the level of capital expenditure (i.e. 28.97%). This reflects the Government’s desire and commitment to boost the various public investment projects in the health sector. This increase is also linked to the financial efforts made by the Government for the effective start-up of CHIC. These increasingly significant investments in the health sector reflect the Government’s desire and commitment to strengthening human capital, preventing illness, treating those who are sick so that everyone, wherever they are, is able to contribute to the development work of our country.

The 2025 budget of the Ministry of Health is distributed by budget program as follows :

-Management and support program for services: 82.466 billion CFA francs, or 54.94%

-Prevention and health safety program 21.710 billion CFA francs, i.e.

14,46% ;

-Program offering and access to care: 45.935 billion CFA francs, or 30.60%.

This 2025 draft budget for the health sector comes in a context of health sector reforms where new institutions and new agencies created in recent years have acquired a certain maturity and bring more effectiveness and efficiency to the health system. .

The Health Sector Regulatory Authority, the national primary health care and hospital medicine councils and the various agencies. The budget developed for the year 2025 is part of the achievement of the objectives of the National Development Plan 2024-2030 and the main orientations of the Government Action Program (PAG) 2021-2026. It is structured around three budgetary programs:

-Management program and support for services of the Ministry of Health;

-Prevention and health safety program;

-Program offers and access to health care.

The main lines which guided its development aimed to improve the availability and quality of care with particular emphasis on:

-the operation of all agencies set up with particular attention to improving the health of mothers, newborns, adolescents and nutrition;

-the strengthening of qualified human resources through the recruitment of human resources, the optimization of their use and their equitable distribution across the entire national territory (hence public law contractual agents of decentralized local authorities);

-strengthening and modernizing the infrastructure and technical platform of hospitals and health centers; At this level, emphasis will be placed on the effective start-up of CHIC: you know that this hospital has been received and now we will work in 2025 so that it actually starts offering care;

Key actions for 2025

These include, among others, the following actions:

-recruitment of more qualified health workers (365), qualified community health workers as well as community relays as part of the generalization of the implementation of the community health policy throughout the territory national

-training of health professionals in medical specialties with low numbers in hospitals;

– acquisition of vaccines for children and pregnant women;

-development of centers of excellence in interventional cardiology and cardiac rehabilitation, ophthalmology, ENT, medical imaging and conventional cardiology;

-bringing health facilities up to standard and modernizing their technical platform with a view to the effective start of compulsory health insurance;

-continuation of free malaria treatment for children under 5 and pregnant women;

– acquisition of inputs to combat malaria

Acquisition of ARVs and reagents and real needs for HIV inputs for the year 2025

-strengthening the availability of secure blood products and their accessibility;

-continued prevention and treatment of non-communicable and communicable diseases;

-health surveillance, management of epidemics and health coverage of major events;

– acquisition of vaccines and consumables for routine vaccination, international vaccination and Hajj;

– acquisition of medical consumables and health products for the management of maternal and child health for the benefit of peripheral health facilities. In the chapter of constructions and medical-technical equipment, we will, among other things: ensure the start of the healthcare offering at the Calavi International Hospital Center

(CHIC) ;

-strengthen the referral and counter-referral system through optimal coverage of hospitals and health centers by the 188 ambulances acquired and currently being deployed;

-continue project management for the rehabilitation of five (05) CHUs, four (04) CHDs and fifteen (15) area hospitals;

-continue construction/rehabilitation and equipment work on ophthalmology infrastructures at CHUD Ouémé, CHUD Borgou, CNHU-HKM and CHUZ de Suru-Léré;

-ensure the construction, equipment and installation of a 64 scanner unit

bars/128 cuts for the benefit of CHD Zou (Abomey);

-acquire a 64-strip/128-section scanner unit for the benefit of the CHD Quémé (Porto

Novo) ;

-acquire an oxygen generator (VPSA) of 40m³/hour for the benefit of CHUD Borgou

(Parakou) and ensure the maintenance of existing medical fluid distribution facilities;

-complete the project management mission (partial technical studies/DAO) of the priority Health Center rehabilitation project;

-continue strengthening the technical platform of blood transfusion services;

-equip the six newly built health centers and the zone hospital in the commune of Tchaourou…
