Draft amendment no. 1 to the PRS 2023–2028 – Publication of a consultation notice on November 18, 2024

This revision concerns the following healthcare activities: emergency medicine, cancer treatment, medicine, medical and rehabilitation care (SMR), critical care, chronic kidney disease (CKD), diagnostic radiology, examination of genetic characteristics for medical purposes . It makes it possible to adapt the healthcare offering more closely to the updated needs of populations in certain territories and to better take into account the evolution of the regulatory context.

Thus, for the emergency medicine activity, this involves integrating new organizational methods offering alternative responses to Emergency Structures, while allowing the network of the offer to be maintained, and thus provide a response to patient needs: emergency medicine branches.

Concerning the treatment of cancer, it is proposed to strengthen the territorial network while taking into account the need to ensure the quality and safety of care, within the framework of a gradation of care which leads to distinguishing complex oncological surgery (mention B) of non-complex oncological surgery (mention A).

The proposed changes which concern other healthcare activities result from more specific adjustments in the territories.

Preparatory work was followed by an in-depth consultation phase, in particular with representatives of health professionals, federations of public and private establishments and health democracy bodies.

The Director General of ARS will adopt amendment no. 1 to the PRS, following a 2-month consultation procedure which began on November 18, 2024 and which provides for the collection of all regulatory opinions authorities consulted: CRSA, CDCA of the 13 departments and Board of Directors of the ARS.
