And if a high risk industrial incident occurred on one of the SEVESO sites in Rouen (Seine-Maritime), would you be able to react? An exercise large-scale event within the framework of the Special Intervention Plan (PPI) will be held on this subject on the morning of Tuesday, October 15. Who is affected, where, when? What there is to know.
Civilians, schools, businesses… An exercise on all fronts
It is an exercise on the scale of the Rouen metropolis which will take place Tuesday October 15 as part of Resilience Days. Everyone, communities and civilians will be affected by this civil security exercise in the industrial-port zone of Rouen.
A disaster scenario
This is the worst scenario that can be imagined in terms of industrial risk: an incident of toxic gas in the air. The starting point of the scenario is the company LAT Nitrogen. From then on, the entire metropolis will be affected. Imagine a toxic cloud passing over the city and depending on the hassle of the weather.
An alarm on smartphones
Don’t panic! All people located in a radius of 8 kilometers around Rouen will receive a visual and audible alert such as cell broadcast and SMS on their smartphone. This so-called alert FR-Alert is impressive, but effective in warning of risks and instructions to follow in real time.
Other means of alert could be activities such as the industrial sirens, those of the Alert Signal and information network for the population or even the metropolis’ SMS alert tool for previously registered people.
The surprise effect for more reality
Exact time, nature of the problem, duration of the intervention… No information was not given. The objective is to create a surprise effect to make this exercise a real workout in real conditions.
Only a few people are in the know, including Tiffany Weynachter, director of the regional interministerial service for civil and economic affairs, defense and civil protection (SIRACEDPC). “There will be observers to note how the crisis is managed. »
