Suspicion of the crime of illegal acquisition of interests of the president of Aqta: an investigation opened by the public prosecutor’s office

The local Anticor Morbihan group has filed a report with the public prosecutor for “a possible offense of illegal taking of interests” against Philippe Le Ray, president of the Auray Quiberon Terre Atlantique community of communes ( Aqta), and “concealment of property resulting from illegal acquisition of interests” against the former deputy general director of Aqta in office from 2014 to 2020.

Stéphane Kellenberger, public prosecutor, “confirms that the Lorient Public Prosecutor’s Office has, following a report from Anticor 56, opened a preliminary investigation entrusted to the Lorient gendarmerie research brigade, at the end of May 2024, into charges of illegal taking of interests by elected public and concealment of property resulting from illegal taking of interests.”

Ongoing investigations

Anticor 56 recalls that the former deputy general director of Aqta, companion of Philippe Le Ray, had “been appointed in January 2015, appointment renewed for two years in 2018 and for five years at the end of 2019”. The association specifies that “as indicated by the Regional Chamber of Accounts in February 2017 (…) the position of DGS has not been filled, contrary to the texts, and the general management of services (DGS) is effectively ensured by the DGA (deputy general director)…” Furthermore, according to Anticor 56, the remuneration of the DGA “between her appointment and her departure from Aqta increased from €1,889 to €3,663. »

Anticor 56 considers that “the couple would have derived personal, professional and family benefit from these facts. They would thus have created a situation of interference between their private interest and the interest of the public community. » The public prosecutor confirms that investigations are underway to shed light on this situation.

Contacted, Philippe Le Ray claims to be unaware of the opening of the investigation, and does not wish to make any comment.
