A key figure in political life in Haute-Loire, Michel Joubert died during the night from Sunday to Monday, at the age of 75. He held the position of president of the Puy urban community and had been mayor of Chaspuzac since 1977.
Michel Joubert died last night at the hospital in Clermont-Ferrand, at the age of 75. He had been hospitalized at the end of last week. The announcement of his death caused a wave of emotion this Monday morning, particularly within the local political class.
Michel Joubert had been head of the Puy Agglomeration since 2009 and mayor of Chaspuzac since 1977. A former departmental councillor, the man who was local director of the Association for Development, Planning and Services in the Environment and Agriculture was a figure in the political world of Haute-Loire.
A unique character, known as much for his frankness as his fine knowledge of the territory and the issues, he entered politics at the age of 28 by becoming mayor of Chaspuzac. He was the great architect in particular of the emergence of the Combes business park, which became a major economic hub in the Puy-en-Velay basin.
The young mayor was quickly elected general councilor in a Department managed by Jacques Barrot, whose political movement he embraced. Recognized for his agricultural expertise and his “feeling of the field”, Michel Joubert was the first to launch a community of communes in the department. “He has a real community spirit”, explained in our columns in 2020 Jean-Pierre Marcon, former president of the Department.
In 2009, he naturally took control of the Puy Urban Community. Pugnacious and sometimes “rough and ready”, he worked in 2017 to expand the Agglo by managing to bring together diverse territories. He was re-elected president in 2020 with 80% of the votes.
