In 2023, Morocco recorded national electricity production of 42.38 terawatt hours (TWh), marking an increase of 2.3% compared to 2022. This figure, taken from the annual report of the National Regulatory Authority of electricity (ANRE), demonstrates the effectiveness of public policies aimed at responding to growing demand, which reached 43.95 TWh (+4%).
With nearly 96% of electricity demand covered by national production, Morocco is consolidating its energy autonomy. However, the dominance of coal-fired power plants, responsible for 64% of the electricity produced, is a reminder of the persistent challenges in the energy transition. Coal-based generation recorded a decline of 6.6% in 2023, reflecting a gradual shift towards more sustainable energy sources.
The rise of renewable energies
The development of renewable energies remains at the heart of the national energy strategy. With an installed capacity reaching 4,618 MW, up 11.2% compared to 2022, these energies represent 40.4% of total electrical capacity and 21.7% of national production. This increase is largely attributable to strategic investments in solar, wind and water infrastructure.
Wind energy : With an installed capacity of 2,017 MW, it contributes 15.4% to the energy mix. This source represents 43.7% of renewable energy, recording annual production growth of 23.2%.
Solar energy : With 831 MW of installed capacity, solar constitutes 7.3% of total capacity and 5% of national production, a figure expected to grow thanks to ongoing projects.
Hydroelectricity : Despite continued reduction due to water scarcity, existing infrastructure such as pumped energy transfer systems (STEP) play a vital role in stabilizing the network.
Regional integration and international ambitions
Morocco has also strengthened its integration into the regional energy network. In 2023, trade with Spain reached a net balance of 1,839 GWh, representing 4.2% of national consumption. These exchanges, combined with interconnection projects with other European countries, aim to position Morocco as a leading energy hub.
During the presentation of the report, Zouhair Chorfi, president of ANRE, highlighted several key initiatives. Among these, the development of green hydrogen stands out as a strategic priority, with the ambition of positioning Morocco as a world leader in the production and export of this clean energy. At the same time, seawater desalination projects, powered by renewable energies, respond innovatively to the growing water crisis. Finally, the diversification of energy sources, in particular through the establishment of natural gas infrastructure, contributes to strengthening the national energy portfolio while supporting a balanced energy transition.
Governance oriented towards transparency
ANRE has adopted an inclusive approach to regulating energy tariffs, with two new tariffs planned between March 2024 and February 2027. A simplified methodology for 2028 aims to attract more investment while ensuring fair pricing.
The charter of conduct, introduced to supervise network managers, reaffirms the principles of transparency and independence. In collaboration with the National Office of Electricity and Drinking Water (ONEE), ANRE is pursuing the accounting separation of activities, a crucial element for precise pricing.
