Parliamentarians continue to work on the scales of the French ecological penalty for the years 2025, 2026 and 2027. The latest news was that the MPs had refused the bill proposed by the government which provided for a 2025 penalty starting from 113 g/ km compared to 118 currently and a maximum ecological penalty of €70,000 from 193 g/km of CO2.
As part of the process of developing the 2025 finance law, senators made several amendments to this penalty project while accepting it in broad terms. The 2025 penalty must be triggered at 113 g/km of CO2 next yearthen reduce this trigger threshold again by 5 g/km in 2026 (from 108 g/km) and again in 2027 (103 g/km). The senators refused to allow it to fall by 7 g/km from 2026 and 2027, with a slightly less drastic trajectory compared to the government's initial project.
The electric ones caught up by the weight penalty, but…
The senators also added an amendment which plans to make electric vehicles weighing more than 2.3 tonnes eligible for the weight penalty (via a reduction of 700 kg for models equipped with this technology), so as to penalize the heaviest vehicles while protecting smaller electric cars.
As with the amendment on the threshold for triggering CO2 penalties in 2026 and 2027, this inclusion of electric cars in the weight penalty system could not be retained by the government in the event of final passage of the finance bill by the 49-3 procedure. On the other hand, the government declared itself in favor of another amendment proposed by senators aimed at extending the 100 kg reduction for non-rechargeable hybrid vehicles on the weight penalty until 2027, only for models whose engine electric develops more than 30 kW (or 40 horsepower).
Let us also remember that in the event of the government resigning due to a motion of censure, everything will have to be started again.
