PLF 2025: what will change for the importation of vehicles less than 3 years old in Algeria

As part of the PLF 2025, the Algerian government is considering a new law concerning the importation of used vehicles less than 3 years old, a practice authorized since 2023.

According to the 2025 finance bill, recently sent to the APN (National People’s Assembly), this restriction, still in draft form, aims to make used vehicles “non-transferable” after 3 years of their acquisition. And this, with the aim of reduce speculative practices and to reorganize the automobile market in Algeria.

Subject to the approval of the article by Parliament, this new measure must be implemented from 2025.

The proposal included in l’article 203 of the finance bill for 2025 emphasizes that used vehicles are non-transferable for 3 years, from the date of their purchase. This declaration aims to amend article 110 of the PLF 2023.

The plan then consists of strengthen vehicle transfer rules passenger and utility vehicles, whatever the type of engine. As the project’s explanatory memorandum states:

“The purpose of this proposed measure is to establish a ban on the transfer, for a period of three (3) years, from the date of their acquisition, of passenger and utility vehicles, electric and those with gasoline engines. piston, compression ignition (petrol) or hybrids (petrol and electric), less than three (3) years old imported by individuals residing in Algeria”.

Through this measure, the government aims to establish a rigorous framework to control the misappropriation of administrative advantages linked to the importation of vehicles for speculative purposes.

“The establishment of this prohibition on transfer aims to fight against the speculative practices of certain resellers and individualswhich have altered the objective sought through the tax and customs advantages granted in this area” It is explained in the press release.

As such, the government is intensifying its efforts to regulate the car import market. Indeed, the Ministry of the Interior and Local Authorities implemented a measure at the beginning of the current month, aiming to suspend the issuance of registration cards for vehicles less than 3 years old, until further notice. .

In short, if the new measure proposed by the PLF comes into force, we must expect a significant change in the automotive market in 2025.
