The Local Urban Plan (PLU) of Saint-Germain-en-Laye (Yvelines) is the subject of a simplified modification project by the City. As part of this process, residents are invited to read the file and especially to share their observations.
Support the provision of accommodation for students
Several reasons pushed the Commune to launch this procedure. This would involve, for example, enabling it to continue to support a specific offer accommodation for students.
“There is a building permit which was issued in 2022 for a student residence and which, for the moment, has not changed,” explains Marillys Macé, deputy mayor in charge of town planning, development and buildings. »
“And therefore, in the event that this building permit is not implemented, we must devote this land base by making the construction of a student residence obligatory, since in this area, we could also build housing and that we really want there to be a student residence built. »
Maintain a healthcare offer
Another important point concerns the City's desire to specify the axes of Development and Programming Orientation (OAP) No. 2 relating to the hospital site. The idea is to anticipate a possible change in hospital activities for this area and to maintain a healthcare offer in the municipality.
“The City wants to regulate the destination of the constructions and the nature of the activities, just in case. There is nothing planned, but we are looking at the long term. The objective is to maintain the current destination of collective interest and public service equipment. »

Fix a hardware error
Other wishes supported by this modification process: make editorial corrections to the written regulations, with a view to making them “more intelligible and coherent”, add two graphic indents imposed on plan 5.2.2 south-center of the PLU and adapt certain provisions of the regulations in zones UA, UB and N of the PLU.
It is also about correcting a hardware error contained in the PLU by removing a fence protection which had been made for cultural, historical or architectural reasons. Finally, the modification also concerns the color palette of the town of Saint-Germain-en-Laye.
Restrict the choice of colors
“This is a simplification of the color palette to guide project leaders towards appropriate shades for the enhancement of the urban setting, whether it concerns renovations, joinery, ironwork or even commercial storefronts. In other words, there were a lot of colors and we tried to limit the choices. »
Administrative center or website
Residents have until February 15 to read the complete presentation file for this simplified modification no. 2 of the PLU. It is possible to do this either directly at the administrative center located 86 rue Léon-Désoyer, during usual opening hours, or from the City's website. A paper register and a digital register are set up to collect observations.
