The nearly 400 km railway, which is expected to represent a total investment of around USD 11.6 billion, will pass through nine provinces and cities, namely Lào Cai, Yên Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh , Hung Yen, Hai Duong and Hai Phong. Work is expected to begin at the end of 2025 and be completed by the end of 2030.
While inspecting the site that connects the Chinese Railway and the proposed site to build the Lào Cai station, the head of government urged the Ministry of Transport to coordinate closely with relevant ministries, sectors and localities to finalize the files of the project, particularly with regard to investment policies and mechanisms, to be submitted to the government and competent authorities for review.
Prime Minister Pham Minh Chinh said that this is an important project that must be implemented quickly, so procedures must be simplified.
The selection of design consultants and construction contractors should also be thoroughly studied and carried out to ensure that the project is implemented as quickly as possible, he continued.
The railway line should be studied with the most direct and shortest route possible, without following the old route, he stressed, calling for adjustments in the number and location of freight and passenger stations to ensure efficient operations.
In addition, the design of train speed and track gauge should ensure smooth and synchronized connectivity with China's railway line. In particular, close coordination with the Chinese side is essential to implement the project in a concerted manner, ensuring seamless connectivity between the two countries' railways, he said.
Stressing the need for a long-term vision, the head of government requested that, along with the completion of the railway project, relevant ministries, sectors and localities work together to build logistics zones, service warehouses, free zones and urban areas in order to take full advantage of the potential of the railway line. This includes finding mechanisms to attract investment in components such as stations, service areas and logistics, he added.

In the afternoon of the same day, the head of government attended the groundbreaking ceremony for the Golden Square Lào Cai social housing project in the Bac Lênh district of Lào Cai city.
Implemented by a consortium of joint stock companies Dong A Golden Square and Foodinco Quy Nhon on an area of 42,317.7 m², the project will consist of four buildings of 18 to 23 floors, with a total of 2,189 apartments, accommodating approximately 5,600 people.
The project, with a total investment of 2.08 trillion VND (81.91 million USD), is expected to be completed in 2029. It will include landscaping, services and modern amenities such as a kindergarten, entertainment center, outdoor sports clubs, children's playgrounds, green gardens and parking areas.
In his speech at the ceremony, Prime Minister Pham Minh Chinh highlighted that Golden Square Lào Cai contributes to the implementation of the government's plan to invest in at least 1 million social housing units. He urged the province and other stakeholders to achieve the goal of eliminating temporary and dilapidated housing by June 2025.
The leader called on localities to continue land use planning and quickly hand over sites to investors. He stressed the importance of collaboration in the implementation of social housing projects with the principle of harmonization of benefits and sharing of risks.
Furthermore, it is necessary to change the perception of the quality and living environment of social housing, ensuring that these housing units are high quality, green, clean, beautiful and equipped with essential infrastructure, including transport, electricity, water, telecommunications, health care, education and other social services, he added.
In particular, Prime Minister Pham Minh Chinh asked relevant authorities to continue to improve support policies for buyers, tenants and rent-to-own tenants of social housing, ensuring that they are long-term ( 5 to 10 years), rather than just two years as currently.
