The CSQ and four union federations affiliated with it have announced a filing of a complaint with the Administrative Labor Tribunal to denounce the decision of the Quebec government to freeze recruitment in the school and college networks.

The freeze in force since the 1is November conflicts with the Labor Code and risks rendering certain provisions of collective agreements signed a few months ago inoperative.
“By unilaterally decreeing these recruitment freezes for certain job categories, the government is going back on its word and its commitments, without discussion, negotiations or the possibility of challenge by the union party,” lamented Éric Gingras, president of the CSQ.
The Central Trade Union considers that the announcement of this directive was made “in a cavalier manner, at the last minute, incomplete and imprecise”, while the different job categories targeted and the details concerning the modalities were not were specified later.
For the CSQ, this directive from the CAQ government, which will not fail to have an impact on working conditions, risks opening the door for subcontracting to meet apparently one-off needs, but which are, in fact, , structural.
“Collective negotiation is an important part of social dialogue and defying the rules of collective relations in this way certainly does not help in any way for trust in institutions. Quite the contrary!” thundered Mr. Gingras.
