“We have had around thirty reports of erroneous notices sent by the tax administration. » Frédéric Garnier runs a property management firm in Essonne. “The owners concerned have received a tax notice on vacant accommodation, even though their accommodation has been occupied by a tenant, sometimes for two years. » With amounts of several hundred euros to pay. “The tax corresponds on average to one month’s rent. For a studio that rents for €500, it can reach €450. Even €1,800 for a larger apartment”calculates the manager.

The owners of Essonne are far from being the only ones affected by this barrage of erroneous opinions, which have been appearing since they were put online on November 4. “There are several thousand of them throughout , observes Nicolas Calvel, from the Solidaires public finance union. We have lifts from Tarn, , etc. »

Extended tax

When questioned, the public finance department mentioned “some errors on reviews sent wrongly”. They would be linked to “the extension of the scope of taxes”. There are two: the “tax on vacant housing”, established by the State in tense areas. And “the housing tax on vacant housing”, which other municipalities can implement. In total, they concern more than 10,000 municipalities compared to 6,600 in 2023.

The tax authorities also invoke the obligation since 2023, for owners, to declare each year (unless there is no change compared to the previous declaration), on impots.gouv.fr, the identity of the occupants of the housing(s) they own. “Declarative errors persist”, writes the administration. The explanation does not convince Frédéric Garnier: “We check each year each declaration from the owners we support. The problem is rather the feedback of information. » What Hélène Cantin, from Solidaires finances publics in , confirms: “The application system is not satisfactory.”

The payment deadline is December 15. In the meantime, what to do? “The cancellation of the notices concerned will be carried out directly by the administration”, replies the taxman. Enough to increase the task of tax agents, already underwater, worries Nicolas Calvel. “They have to manually process hundreds of cancellations every day. »
