(Ecofin Agency) – The telecoms regulator is required to ensure that the services provided by operators comply with legal thresholds. ARCEP regularly organizes missions to monitor service quality indicators.

The Regulatory Authority for Electronic Communications and Posts (ARCEP) wants to carry out two campaigns to control the quality of services of 2G, 3G and 4G mobile networks throughout the Togolese territory for the year 2024. The regulator launched a call for expressions of interest on Monday May 6 to recruit a firm to support the initiative.

The two campaigns will cover all the localities indicated on the final list which will be adopted and will consist of measuring service quality indicators from mobile terminals connected to test call generation platforms. Each national campaign will last 75 days, including 60 days of field measurements.

These service quality measurement campaigns are part of ARCEP’s control mission. The regulator is required to guarantee telecom consumers quality telecom services, as provided for in the specifications of telecom operators. When the regulatory thresholds are not respected, the communications policeman can take coercive measures against the offenders.

The last quality control campaign for telecoms services was held from December 4 to 31, 2023. “ This national measurement campaign revealed that the quality of voice and Internet services offered by the two mobile operators has seen a slight improvement even if the observed levels of compliance remain far from regulatory obligations », We can read in the results published by the regulator in February 2024. The study showed that the non-compliance rates are 46.84% for Togo Cellulaire and 57.65% for Moov Africa Togo.

As a reminder, Togo had 7.05 million subscribers to mobile telephone services in the fourth quarter of 2023 for a penetration rate of 84.51% according to ARCEP data. The same Source indicates that the country had 5.28 million Internet subscriptions for a penetration rate of 63%. The number of high-speed mobile Internet subscriptions stood at 3.8 million.
