“We all share the same ambition here: to allow every citizen to feel safe and protected. » It is with these words that the prefect of Orne concluded his vows to internal security forces, Friday January 13.
Faced with firefighters, police officers, gendarmes, territorial intelligence, civil security and representatives of the prison administration and the judicial authority, gathered in the lounges of the prefecture in Alençon, Sébastien Jallet welcomed the “cooperation fluid, sincere and efficient between the two public prosecutors of Alençon and Argentan, Laetitia Mirande and Christophe Bogliolo, and the prefecture “necessary, according to the wishes of the Prime Minister, to “the restoration of the authority of the State, which is inseparably that of the rule of law”.

Then he listed his priorities. “The first is the fight against drug trafficking, which greatly mobilizes the police and gendarmerie forces, but also the prosecution and prevention actors. »
Two “clear space” operations were carried out in 2024, in Alençon and L’Aigle, by the police and the gendarmerie. “These hit operations effectively attack trafficking,” declared the prefect of Orne, announcing “eight significant networks dismantled in the department in two years, with criminal charges and seizures at record levels “.
Via the crack plan, in Alençon, “a tough plan with traffickers and strong in preventing uses”, 34 people were convicted in particular to bans on appearance.
In 2025, with the support of the Caen Judicial Police, these operations must be renewed with a “thorough” dismantling of organized crime networks.
950 women victims of violence in 2024
Another priority “which mobilizes us all”, assured Sébastien Jallet, is the protection of women victims of domestic violence. “And the figures in Orne underline the need for this mobilization”: 950 women victims in 2024. This is an increasing figure, “a sign of freedom of speech”.
Without a state budget, no new gendarmes
The everyday safety will be the subject, “in the coming days”, of a departmental planto better act against delinquency. It notably involves a strengthening of the presence of gendarmes and police officers on public roads.
But, the prefect has already warned, “our capacity to continue strengthening the security forces will depend on the upcoming finance law, because without it, it will not be not possible to create the two new gendarmerie brigades which must be in Gouffern-en-Auge and Sées by 2027.”
-Road safety “will remain a priority in 2025”, with the deployment of preventive actions but also controls to sanction dangerous or inappropriate behavior.
72 foreigners removed from the territory
Security is also shadow work, discreetly, the intelligence work : “a work that we talk about little but is so important and whose analyzes are essential to the action of all services, particularly in the fight against terrorism, radicalization and separatism. »
And the one, “collective and stubborn carried out by the services of the prefecture”, with, in 2024, “72 foreigners in an irregular situation disturbing public order far from French territory, particularly upon release from detention. »
Crisis management by firefighters
The prefect concluded with civil security “and the commitment of 113 professional firefighters and 1,400 volunteers of Sdis de l’Orne”.
In 2024, the department's firefighters carried out nearly 22,000 interventions, the majority of which involved rescuing people. “Firefighters are also at the heart of crisis management. And climate change tends to make them more frequent and more intense,” noted the prefect, citing the recent storms and floods in Orne.
“To prepare as best as possible, a new departmental risk analysis and coverage plan (SDACR) will be developed this year,” he promises.
Two light vehicles and eight forest fire tankerswill complete the equipment of the Sdis de l'Orne from 2025, again “subject to the adoption of the finance law”.
Finally, “to further improve the operational response of the rescue and emergency services”, the first stone of the Samu-Sdis departmental emergency call center (15-18-112) was laid: “an important project for the territory and for the people of Ornais which will be successful this year”.
