The most anticipated strategic document of September, the Competitiveness Report that Mario Draghi presented this morning, is organized into six points that outline the challenges that Europe must face.

  • Before listing its proposals, the report highlights the new context to which the Union and its Member States must adapt: ​​declining economic growth, even if the continent retains its strengths – in particular a low level of inequality – and three external constraints that will have to be overcome: – the era of booming world trade supported by multilateral rules seems to be over; cheap Russian energy is no longer an option after the invasion of Ukraine; the protection of American security is no longer guaranteed and the Union can no longer do without its defense.
  • Draghi has already made these points in two previous speeches published in the April and June pages.

The Report is structured around five key points:

  • Bridging the innovation gap (including skills);
  • Combining decarbonisation and competitiveness;
  • Strengthen security and reduce dependency;
  • Investment financing;
  • Strengthening governance.
