In a speech addressed to the 5th ministerial meeting of the process of Atlantic African States (PEAA) which stands in Praia at Cape Verde, Mr. Bourita stressed that “our duty is to make a reality, a visible, tangible and lasting reality”.
In this context, he argued that the Atlantic African partnership is not only a strategic instrument, but it is also a political, economic and human process, noting that this partnership carries within it the ambition of an Africa which no longer undergoes the winds of history, but which chooses its direction and traces its way, with lucidity, confidence and unity.
Mr. Bourita reaffirmed, on this occasion, the full determination of the Kingdom of Morocco to advance this dynamic, to guarantee its continuity, and to strengthen its scope.
Considering himself of liveliness, coherence, consistency, and collective determination of the PEAA countries to inscribe the Atlantic African space in a dynamic of action, solidarity and co-prosperity, the minister noted that “the Atlantic African space is, either, a geographic abstraction. It is now a strategic, endogenous and assumed reality ”.
It is a “reality carried by a common conviction: that that our future will be safer, more prosperous, and more sustainable if we build it together,” he insisted.
Mr. Bourita, in this sense, indicated that the royal initiative gave birth to an unprecedented Afro -African partnership, embodying the essence of shared responsibility, adding that it has laid the milestones of a new paradigm of cooperation -both pragmatic in its approach, and ambitious in its purposes: sustainable development, maritime security, environmental protection, fight against transnational threats.
“Atlantic Africa is today at an inflection point. It is scrutinized, courted, but also confronted with multiple, systemic and transversal threats, “continued Mr. Bourita, calling for the African Atlantic States, at a time when other geostrategic spaces are organized in Europe, America and Asia, to make heard” an audible, credible and operating voice “, ensuring to” strengthen our transregional anchoring, widen cooperation circles and deepen our synergies ”.
“It is not only a political ambition, but an imperative of sovereignty and development,” said the Minister, considering that “the empirical approach we are pursuing together is its translation: the forum of the Ministers of Justice (April 2024), the meeting of presidents of parliaments (February 2025), or the conference on maritime security and the fight against terrorism (January 2025), perimeter of action and in -depth the consistency of our approach ”.
In continuation of this empirical construction, Praia’s meeting is the occasion for a lucid assessment and a strategic projection, said the minister, noting that the implementation report confirms that this partnership is advancing well, identifies tangible actions and offers relevant recommendations.
Among these recommendations are the organization of sectoral meetings, like that of the Ministers of Justice, which has demonstrated the effectiveness of a multisectoral and decentralized approach; the establishment of national coordination mechanisms, essential to articulate the internal action of states with the regional dynamics of the process; And the inclusion of aquaculture in action plans, because it is a strategic field to the confluence of food security, employment and environmental sustainability, he explained.
Morocco fully subscribes to these recommendations and says it is ready to actively contribute, through the expertise of its institutions, the sharing of its experiences and the mobilization of its partners, said Bourita.
The Minister concluded by calling for doing, together, of the African Atlantic “a lever for unit, a shared prosperity engine and a rampart of stability”.
