Covering two categories, this list, which also includes Saudi Arabia, Egypt and the State of the United Arab Emirates, is supported by the other ACAO member states in order to guarantee an influential Arab representation in the Council of the International Civil Aviation Organization.
Intervening during this age, which is part of the preparations for the next elections of the ICAO Council, provided for during the 42nd session of the general assembly of this organization (September 23, October 2025 in Montreal), the minister of Transport and Logistics, Abdessamad Kayouh, praised the interest that the ACAO member states bear the development of the Arab civil aviation sector.
“The Arab representation at the Icao Council, which we want to be exemplary, will enhance the place and the role of the Arab civil aviation sector in the economic and social development of the Arab countries and the rest of the world, especially since this sector is experiencing rapid and continuous developments, imposing on these countries to closely follow all the novelties, whether technical, legal, technological or other”, he said.
For Mr. Kayouh, the harmonization of visions of the ACAO members will allow the Arab list to obtain the support of other regional groups and will help to win a significant number of votes.
It will also strengthen the interarab coordination around the current issues of international civil aviation, with the aim of defending common Arab interests, the minister added.
And to continue: “take up the challenges that arise for us and succeed in the bet for the development of the civil aviation sector in our countries cannot be done without an active and influential participation of the Arab states in the decisions of the Icao Council”.
In addition, Mr. Kayouh said that in the context of improving the work environment of the Arab organization of civil aviation, and in accordance with previous commitments relating to its new headquarters, Morocco has mobilized the land necessary for the construction of this seat.
The architectural plans have been finalized, and the company in charge of work will soon be appointed.
For his part, the president of the ACAO Executive Council, Abdulaziz Bin Abdullah al-Duailej said that discussions during this age have focused on many subjects linked to Arab civil aviation, including air security and the use of modern technologies in this area.
In this sense, he highlighted the importance of these questions for the development of the sector on a regional scale.
Mr. Al-Duailej revealed that exchanges also focused on the evolution of the markets, the challenges faced by the aeronautical industry and the coordination of the positions of the Arab countries in the context of the preparations for the next elections of the ICAO Council, with a view to further strengthening the Arab presence within this organization.
In this regard, he insisted on the need for a unified Arab representation in international civil aviation bodies.
This age was also an opportunity to discuss the mechanisms of cooperation and coordination with other similar regional groups in order to strengthen the possibilities of mutual agreement and exchange of support between the regional groups during the next elections.
This initiative reflects the ACAO’s commitment to the fundamental missions assigned to it by its constitutive agreement, through the unification of visions, the rapprochement of views between the member states, and the strengthening of the presence of the Arab group at regional and international levels.
Specialized organization under the Arab States League, the ACAO aims to promote cooperation between Arab countries in the field of civil aviation. It aims to be a center of Arab expertise contributing to the support of common policies and strategies in this sector, to the development of technical and technological capacities, as well as to the representation of Arab interests in the regional and international bodies concerned.
