This project is part of High royal orientations on the establishment, in each region of the kingdom, of a large platform of basic necessities (tents, covers, beds, drugs, foodstuffs, etc.) in order to cope immediate with catastrophes (Floods, earthquakes, floods, chemical, industrial or radiological risks).
Thus, the platform of basic necessities of the Rabat-Salé-Kenitra region will be carried out on a 20 ha plot, within 12 months, with a total budget estimated at 287.5 million dirhams. This project will consist in particular in the construction of four warehouses (5,000 m2 each), two shelters for equipment outside the size (2,500 m2 each), a heliport and parking lots.
This regional platform is part of a global program, presented on this occasion to His Majesty the King, and which provides for the creation of twelve platforms for a global investment of around 7 billion dirhams (MMDH), including 2 MMDH for construction and 5 MMDH for the acquisition of products and equipment.
Mobilizing a total land estimated at 240 ha, these platforms will have to house 36 warehouses distributed according to the demographic density of each region and the risks involved.
Thus, for the six regions Casablanca-Settat, Rabat-Salé-Kenitra, Marrakech-Safi, Fez-Meknès, Tangier-Tetouan-Al Hoceima et Souss-Massathe platforms will consist of four warehouses, with a total area of 20,000 m2 each. The platforms of the other six regions, namely theOriental, Beni Mellal-Khénifra, Drâa-Tafilalet, Gelgmim-Onn Noun, Laâyoune-Sakia El Hamra et Dakhla-Youed Ed Dahabwill consist of two warehouses with a total area of 10,000 m2 each.
The products and equipment that will be stored there aim to ensure, in the event of a disaster, a rapid response for the benefit of the disaster victims and a diligent and reasonable coverage of the needs in terms of rescue, aid and management in accordance with the proactive vision of His Majesty the King.
As such, these products and equipment, intended for immediate deployment after the possible occurrence of a natural disaster, cover the following main categories:
- Accommodation by the provision of 200,000 versatile tents and associated equipment (camp beds, mattresses, covers, …);
- The restoration of disaster victims thanks to bakeries and mobile kitchens, as well as food kits for the needs of disaster victims;
- The coverage of the needs of the populations affected in drinking water and electricity by the provision of purification and water potabilization equipment and electrical energy production by towers;
- The development of rescue capacities and intervention in the event of a claim. In particular, it is a question of constituting stocks of flood control equipment, rescue in the event of earthquakes, landslides and sludge flows and the fight against chemical, industrial or radiological risks.
- The health care of the populations affected through the reserve, during a first phase, of 6 campaign hospitals of 50 beds each, and of six others during a second phase, including emergency operating modules and medical services modules of various specialties. This mobile hospital infrastructure will be supplemented by the installation on the affected sites of advanced medical stations for sorting and first aid. In this context, this will also be the provision of medication reserves for the immediate needs of disaster victims.
The storage of food and medicines will be managed by specialized teams and subject to very strict rules, meeting standards and standard in this area.
The implementation of these platforms will participate in the development of national emergency infrastructure, in the improvement of the overall intervention system in the event of crises, to ensure greater diligence in the delivery of rescue and aid to victims and to strengthen Morocco resilience in the face of different types of crises.
The global program relating to the implementation of regional basin reserves platforms will also have strategic reservations to meet the equivalent of three times the satisfied needs following the earthquake of Al Haouz, in addition to the development of a national ecosystem for the production of equipment and equipment necessary for the immediate deployment of rescue operations in the event of disasters.
These regional platforms, whose location sites have been selected according to security criteria, were designed on the basis of an in -depth analysis of the needs of each region of the kingdom with regard to the risks incurred, supported by a study of best international practices and standards.
