By a circular dated May 5, the administration of customs and indirect taxes (ADII) has notified the entry into force of new measures severely framing the export of certain non -ferrous metals. This system results from decree n ° 693.25 of the Ministry of Industry and Commerce dated March 13, 2025, published in Official bulletin N ° 7398 of April 24, 2025.
The goods now subject to export license are the gross copper and aluminum ingots, relating to pricing positions ex 7403.19.00.00, ex 7403.22.00.00, ex 7403.29.00.00.00 for copper, and ex 7601.10.00.00.00.00.00.00.00.00.00.00.00.00.00 This obligation will apply for an uninterrupted period of twenty-four months from the date of publication of the aforementioned decree.
The institution specifies that this provision complements the already existing normative instruments, in particular decree n ° 1308-94 of April 19, 1994, which sets the list of products subject to quantitative border restrictions. As a result, list II annexed to the circular of July 21, 1994, as well as Annex VII.02 of the Domestic and Export Customs Regulations (RDII), are updated accordingly.
The displayed objective of this regulation is to more closely control the output of metallurgical resources considered to be sensitive, and to supervise their assignment in an economic context characterized by an increasing scarcity of industrial inputs with high added value.
