As part of its digital sector dynamization strategy, the Ministry of Digital Transition and the Reform of the Administration, in collaboration with the Ministry of Investment, continue to for the development of the digital ecosystem and outsourcing in . On the sidelines of Gitex Africa 2025, several memorandum of understanding were signed with private companies, aimed at the creation of skills centers in several regions.

The Ministry of Digital Transition and the Reform of the Administration, in collaboration with the Ministry of Investment, Convergence and the Evaluation of Public Policy, continues to work for the revitalization of the digital sector. On the sidelines of Gitex Africa 2025, several memorandum of understanding were signed to support the creation of skills centers across the Kingdom. These initiatives aim to strengthen the digital ecosystem, stimulate Morocco’s attractiveness in investment, and offer training and employment opportunities in promising sectors. These projects also contribute to a more equitable distribution of economic opportunities across the kingdom.

A skills center dedicated to the council and offshoring sector in Casablanca-Settat

To stimulate the council and offshoring sector in Casablanca-Settat, the two ministries and the KPMG SASU company, signed a memorandum of understanding for the establishment of a skills center in this region.

It will be dedicated to the professions of the Technological Council, the Digital Transformation, the Council in Finance and Taxation, as well as to the support within the framework of mergers, acquisitions and restructuring. It aims to create 150 direct jobs by 2029. This partnership is part of the dynamics driven by the new investment charter and national priorities in terms of digital sovereignty and human capital development. The center will strengthen the attractiveness of the territory in terms of offshoring.

Likewise, and as part of the national policy of supporting investment in the outsourcing and digital transformation professions, a memorandum of understanding was signed between the two government departments and the company Arrow ECS Support Center Morocco.

The aim of this partnership is to support the project to extend activities of the Shared Service Center of the Société Arrow ECS Support Center Morocco, located in the Casablanca-Settat region. The agreement also provides for the implementation of new technical and management centers in the digital field. This project will allow the creation of 700 direct jobs by 2029. Through this partnership, the stakeholders reaffirm their common desire to energize territorial digital ecosystems, and to stimulate job creation.

A multidisciplinary service center in Oujda

In addition, and in the context of supported efforts in favor of territorial development and the regional attractiveness of investment, a memorandum of understanding was signed between the two ministries and the 2T services Morocco. This common commitment relates to the realization of a multidisciplinary service center in the eastern region, more precisely in Oujda.

This center, specialized in outsourced services, aims to create 200 direct jobs by 2028, thus contributing to the economic revitalization of the region. This agreement contributes to the strengthening of the outsourcing ecosystem in Morocco, and opens the way to a structured collaboration between the public and private sectors, with the aim of making digital a lever for regional opportunities.
