The governors of the provinces of Nouaceur, Médiouna and Berrechid, under the Casablanca-Settat region, instructed the registration of specific points on the agenda of the territorial councils in May in , with a view to the creation of communal administrative police units, according to information obtained by HESPRESS with well-informed sources.

Members of councils under these provinces were thus summoned, on the basis of the provisions of articles 33 and 38 of organic law n ° 113.14 relating to the municipalities, in order to rule out in an emergency on the examination and adoption of projects relating to the establishment of these units. The objective is to remedy the proliferation of illegal constructions and the anarchic occupation of the municipal public domain, noted in recent months.

The ordinary session programs of May of the municipal councils of Deroua and Had Soualem (Province of Berrechid) include a point relating to the study and approval of the projects to create an administrative police system as well as to the designation of the related personnel. This approach comes in response to the observations made in the reports of the General Inspectorate of the Territorial Administration (IGAT) and the Regional Court of Accounts, which stressed the persistent absence of this service in several urban municipalities in the region. The latest campaigns to combat informal housing and the illicit occupation of the public domain, carried out in particular in Deroua and Had Soualem, highlighted the need for an operational administrative police to strengthen control capacities and improve local governance.

Igat inspectors and the magistrates of the Regional Court of Accounts have, according to the same sources, expressed their astonishment in the face of the non-deployment of this body in large urban municipalities exceeding 100,000 inhabitants, while neighboring rural communities have already set it up. In recent months, the audit teams that have crossed several communities in the region have collected administrative documents relating to commercial authorizations, municipal heritage, the offenses identified and the activities carried out by the services concerned, in order to assess the impact of the delay in the implementation of the system. Meetings have also been held with the Directors of Services and the heads of technical divisions, town planning and green spaces.

Directly falling under the presidency of the municipal council, the administrative police are responsible for supporting the technical services in the implementation of the decisions of the Council, in matters of town planning, hygiene, public security and management of the municipal public domain. It provides technical, legal and logistical support, contributes to the awareness of citizens on the rules of occupation of public and contributes to the optimization of the financial resources of the community.

In addition, HESPRESS has learned that the provincial authorities have been seized of complaints from municipal councilors, accusing certain presidents of commune of diverting the role of the administrative police for political settlement. The latter would have ordered control operations targeting real estate projects, private educational establishments, cafes, restaurants or even hairdressing and aesthetics salons belonging to elected officials of the opposition. Other presidents are also pointed out for joining the administrative police of former occasional agents, without qualifying required, in order to instrumentalize them for control missions on order and the establishment of tailor-made minutes.
