What social housing in Annonay in the 21st century?

As part of the Action Coeur de Ville program, the project to repair a rue Fossé des Champs building, which will accommodate social rental housing, makes it possible to evoke what social housing is today.

As part of the City Choir Action program, the Melchior project provides for the construction of 19 social rental housing, 16 garages and three closed parking spaces. Each accommodation will be provided with an outdoor space, terrace or balcony.

Begun in September 2024, the site was to be delivered in November 2026.

The opportunity for Jean-Luc Ferlay, president of Habitat Dauphinois, in charge of building housing, to evoke what social housing is today.

He explains that “in the 1960s, Annonay had carried out work with the high buildings of the avenue de l’Europe. Then, there was the rehabilitation of the Sainte-Claire chapel, a historic monument, with a concern for integration ”. Indeed, over time, it was a question of modernizing things while retaining the spirit of the city.

Jean-Luc Ferlay thus estimates that “the social housing of the XXI^e century is different from that of the XX^e. At Habitat Dauphinois, we specialize in rental housing in rural areas and present in 190 villages in Ardèche, Drôme and Isère. We integrate into the landscape ”.

Social housing is not a poverty liner

The president of Habitat Dauphinois insists that these accommodation “is not a marker of poverty. From now on, when you create rental accommodation in moderate rent, you do not type social. Renting your accommodation is a choice of life like any other ”.

It is for this reason that rental housing and those under construction within the framework of the Melchior project, are treated with the same level of services as those in home ownership.

In this regard, Jean-Luc Ferlay specifies that “80 % of the French population is eligible for so-called social housing. A fundamental figure to have in mind ”.
