The work related to the future T -Metro line C of the Toulouse metro and the line B connection (CLB) permanently affects the activity of many traders located in the heart of the site areas. To support them, Tisséo Communities has implemented an amicable compensation procedure, structured and supervised.
A procedure reserved for shops directly affected

Since the decisions of the union committees of April 13, 2022 and February 8, 2023, the businesses and craftsmen registered with the consular chambers may call on this procedure if they undergo “direct and certain” damage linked to the works. Only those installed before the start of construction sites and located on the right of rights -of -way are concerned. The request can be filed until public commissioning of the line.
Two key phases for each request
The procedure revolves in two stages:
first phase (1 month): as soon as a damage is noted, the merchant seizes the administrative court and requests the appointment of an independent expert. The latter is responsible for assessing losses. The client (Tisséo) gives an advisory opinion. The expert then asks for supporting documents from the merchant.

Second phase (4 months): the expert analyzes the documents, writes a report project, and organizes a meeting with the merchant and Tisséo. If no major disagreement appears, the report is sent to the court. The compensation committee then gives an opinion and an amicable proposal is made, followed by an official deliberation to unlock the funds.
Readjustment of the procedure in 2025
In 2025, adjustments were necessary. About 30 traders had requested an extension of their compensation period beyond December 31, 2024. However, these requests were filed too late-more than two months after their first request-and were therefore rejected by the administrative court.

No change of rule, but a strict application of administrative law. Merchants must now submit a new file, with a new request for an expert designation. Tisséo provides personalized follow -up and will offer compensation advances in the event of economic difficulties.

Results and amounts of compensation
To date, 90 files have been submitted, 68 of which are still under investigation. About 30 traders must renew their request following the change of procedure.
The amounts vary strongly depending on the situations: from a few hundred euros per month to tens of thousands of euros. During the union committee of February 5, 2025, 10 businesses were compensated up to € 303,500.
On April 2, 2025, 16 others obtained € 484,000 in compensation, on files submitted in 2024 and 2025.
