On May 9, Russia will celebrate the 80th anniversary of victory in the Great Patriotic War. Could you tell us what this event means in the current context?
The Great Patriotic War, as it is still called in the former Soviet Union and in current Russia, was the bloodiest and most devastating war in the history of humanity. The outcome of this war has had a truly historical meaning for many countries and peoples around the world, completely changing the political landscape of the planet and laying the foundations for contemporary world order.
To win, the Soviet Union has made extraordinary efforts and paid an unprecedented price: it has undergone enormous material damage, many towns and villages have been destroyed and more than 27 million Soviet citizens died. Imagine how important these figures are!

The lessons of the Great Patriotic War confirm that world peace and global development can only be assured on the basis of taking into account the opinions of each people, while respecting the law of states to conduct an independent and sovereign policy based on traditional values. This is particularly relevant and necessary in the current geopolitical context, while the world is confronted with unprecedented challenges and threats, while international relations undergo a fundamental restructuring, while a new world order is forming, reflecting the true civilizational diversity of humanity.
In this context, we would like to emphasize that Russia has always supported the world’s multipolar order, promoted in practice the principle of sovereign equality of states and ensured the balance of interests. It was the only way to guarantee equity in international relations, commonly known as the Yalta-Potsdam system. The international legal scope of this system does not require any “correction”-that is to say that the United Nations Charter must be implemented not selectively, but in its entirety and its exhaustiveness.
Could you tell us about the significance and importance of the next official visit of the Secretary general To Lam in the Russian Federation and his participation in the 80th anniversary of victory in the Great Patriotic War?
We consider the next official visit to the Russian Federation of the Secretary General of the Central Committee of the Communist Party of Vietnam, to LAM, as a key event in the bilateral contact program at the highest level this year. It is particularly important that this event takes place in the context where the two countries celebrate important holidays and memorable days of history, in particular the 75th anniversary of the establishment of diplomatic relations between the two countries, the 80th anniversary of victory in the Great Patriotic War and the 50th anniversary of the Liberation of South Vietnam and national reunification.
We consider that the presence of the highest leader of the Vietnam Party in commemorative events in Moscow demonstrates the unity of views of the Russian Federation and the Socialist Republic of Vietnam on the processes that take place in the contemporary world, on the outcome of the Second World War and on the impossibility of rewriting or falsifying history for political interests. We appreciate this gesture of Vietnamese leaders.
We hope that the leaders of the two countries will have substantive discussions on all the urgent issues registered on the bilateral agenda, emphasizing the promotion of practical cooperation and the resolution of the outstanding questions. We actively prepare for the next meetings and negotiations. We hope that during these meetings and negotiations, the two parties will reach important agreements to strengthen the global strategic partnership Russia-Vietnam in key areas.

According to the ambassador, what type of impetus is the next official visit of the secretary general to LAM in the Russian Federation to continue to promote bilateral cooperation, in particular after 75 years of establishing diplomatic relations between the two countries?
Contacts at the highest level of management are always a favorable opportunity to continue to promote the development of cooperation in areas of mutual interest. I would like to recall that in 2012, the Russian Federation and the Socialist Republic of Vietnam decided to transform their strategic partnership into a global strategic partnership. This relationship format covers the widest range of subjects and areas of cooperation.
We hope that during the next visit to the Russian Federation of the Secretary General of the Central Committee of the Vietnamese Communist Party to Lam, the two parties will discuss in detail from the current situation and the prospects for deepening cooperation in the fields of trade and investment, energy, industrial production, defense and security, science and technology, education and training, culture and tourism, culture and tourism. as well as interpersonal exchanges.
The two leaders will also discuss current affairs on the world’s world and regional agenda on the basis of the convergence of views between Russia and Vietnam on key international issues, including the prospects for strengthening the coordination of actions in important multilateral forums, mainly within the framework of the United Nations and other United Nations agencies.
I firmly believe that the visit of the secretary general to Lam will be a great success because we have all the conditions necessary to believe it. We also hope that the two parties will achieve concrete agreements on the strengthening of commercial and economic relations, in particular the implementation of large -scale common projects in promising areas.
It is not an exaggeration to say that we are currently witnessing geopolitical changes worldwide. In this context, it is important to maintain and strengthen relationships with traditional friends who have resisted the test of time. Among them are certainly Russia and Vietnam.

Vietnam is currently developing a green economy and is oriented towards clean energies such as nuclear, an area of predilection of Russia. To what extent is the Russian government interested in the construction project of the Ninh Thuan Ninh Ninh Nuclear power plant in Vietnam and what are the possibilities of cooperation between the two countries in this area, the ambassador?
We understand that Vietnamese leaders have decided to continue their nuclear energy development program. We understand that this decision stems from the need to ensure national energy security in the context of a dynamic socio-economic development, as well as the unstable situation of the world energy market.
The Russian Federation is ready to support its Vietnamese partners in the construction of a national nuclear industry. We have the capacity necessary to meet the highest international security standards and a vast experience in the construction of nuclear power plants in many countries around the world, as well as a highly skilled workforce. I would like to reiterate that Russia has had fruitful cooperation in this area with Vietnam.
I hope that during the Secretary General to Lam’s next visit to Moscow, leaders of the two countries will substantially discuss questions relating to bilateral relations and will reach specific agreements on cooperation parameters in accordance with this roadmap.

The two countries have crossed more than 7 decades of friendly cooperation and development, crossing many important stages despite many fluctuations in the world. So, according to the ambassador, what will be the future of the global strategic partnership Vietnam-Russia after this important stage, ambassador?
75 years old is long. Relations between our two countries have traveled a long and proud way. This relationship has been formed during the difficult years of struggle for independence and freedom of the Fatherland and the Vietnamese people, resisted the test of time and is not affected by the temporary fluctuations of the situation. These factors set the foundations for the global strategic partnership between Russia and Vietnam for decades.
I believe that Russo-Vietnamese cooperation has prospects for future development based on traditional friendship and rich experience accumulated during the previous decades. The key areas include trade and investment, defense and security, education and training, science and technology, as well as humanitarian exchanges.
Today, cooperation between the two countries in the economic field is of particular importance. Despite the difficult international situation and very strict sanctions, the commercial turnover between our two countries has experienced constant growth. We consider Vietnam not only as an important partner of Russian economic organizations, but also as a “bridge” to promote cooperation with other Southeast Asian countries …
In general, the Russian Federation and the Socialist Republic of Vietnam have all the conditions necessary to expand their egalitarian and mutually beneficial partnership with the aim of construction and mutual development. We are considering the future with confidence and optimism and are ready to work in close collaboration with Vietnam to release the vast potential still unexploited from our global strategic partnership for the benefit of our two peoples, for peace and prosperity.
