Notary fees increased in certain departments
The finance law for 2025 authorizes the departments to be raised by a maximum of 5 % the land advertising tax which they affect to buy real estate in the old, between April 2025 and March 2028. This tax is the main component of transfer rights for consideration, commonly known as “notary fees”. So far, the ceiling was set at 4.5 % (it remains so if the buyer is a first-time buyer).
The 5 % applied themselves from 1is April in twenty-seven departments, including Paris; The list is accessible on the tax administration website. Others join the CE 1 listis May-the North, the Gironde, Pas-de-Calais, Finistère …-It must be updated by the tax administration in the coming days.

Electric cars: gray cards are paid
So far, registration certificates (“gray cards”) were almost free for electric and hydrogen vehicles. The taxation code on taxes and services exempt the owners of these cars from the payment of the regional tax, the main component of the price.
The finance law for 2025, promulgated on February 15, changed the rules: now, this exemption no longer exists, except in the regions having chosen to apply it, by deliberation. The Official Public Finance Bulletin specifies that for registrations between February 16 and April 30, the exemption continued to apply.

From 1is May, electric and hydrogen cars are therefore subject to the same price as the others in almost all French regions. This was confirmed at Monde By the Auvergne-Rhônes-Alpes regions, Burgundy-Franche-Comté, Brittany, Center-Val de Loire, Grand-Est, Ile-de-France, Normandie, Nouvelle-Aquitaine, Pays de la Loire, Provence-Alpes-Côte d’Azur. Only the Hauts-de-France region has voted, for the time being, in favor of an exemption. A doubt persists for the Occitanie region, which tells us that “Discussions are underway”.
