Operations Manager (m/f), Improvement department at the Heritage Department, on permanent contract.

Mission :

Reporting to the Heritage Improvement Service Manager (f/m) Isère, you are project manager and represent Alpes Isère Habitat, Project Owner, for improvement operations on its existing park.

You are responsible for the design and implementation of projects to improve existing assets on occupied sites (housing, business premises, establishments open to the public) from the feasibility phase to full completion.

You work on the entire heritage of Alpes Isère Habitat.

Main activities:

  • Based on the diagnosis of the Strategic Heritage Plan (PSP) and integrating the social dimension, you order and coordinate the preliminary studies intended to finalize the improvement operation programs in liaison with the Territorial Managing Directorate and the services concerned. at headquarters.
  • You establish and lead the cross-functional project team internally and externally and ensure the coordination of stakeholders throughout these projects.
  • You guarantee the technical-economic balance of the operations you are responsible for, in compliance with the Multi-Annual Investment Plan and in close connection with the diagnosis previously carried out within the framework of the PSP. You actively participate in optimizing the financing of operations in its initial phase, with grant requests, responses to calls for projects, identification of CEE, TFPB relief, etc.
  • You negotiate with tenants and their associations as part of the consultation prior to the work, in liaison with the Territorial Directorates.
  • You define the energy performance objectives of the operations in connection with the project management and deploy the means to trace the results, in accordance with the commitments made with the tenants.
  • In conjunction with the Heritage Maintenance service, you monitor energy performance after work and compare it with that announced to tenants during the consultation phase.
  • After internal validation of the technical-financial program of the operation, you order and follow the engineering studies. You ensure the responsibility of the project owner in managing the external engineering team and are responsible for administrative planning requests.
  • In conjunction with the Purchasing Department and the engineering team, you launch calls for tender for works and coordinate the award of contracts to companies, in compliance with the public order and the technical-financial program validated internally.
  • You monitor the smooth progress of the work phase, implement the necessary action plans if necessary and you carry out contradictory receptions in conjunction with the managing Territorial Directorate.
  • You ensure the closure of the operation in all its aspects and provide feedback from your operations to allow capitalization of the significant events encountered and an evaluation of the different service providers.

You are an expert and internal referent in your field of technical activity and develop technical skills specific to your department as part of the organization's heritage strategy.

You actively participate in updating the housing framework, ensure technological and regulatory monitoring, you contribute to urban renewal projects and participate in project teams with a more global vocation (NPNRU, QPV, PRIR, etc.).

Depending on the evolution of needs, you will be able to intervene in the management of new construction operations of the Promotion-Construction Department and assume responsibility for them from the definition of the project until the perfect completion of the works.

Profile sought :

Bac +5 training as a building engineer, thermal engineer with multidisciplinary knowledge allowing you to evolve in a broader context (building technology, energy, town planning, legal, financial, regulatory, etc.).

You have significant experience of at least 3 to 5 years in setting up real estate operations or required architecture.

You have a broad and forward-looking vision of the different aspects linked to the management of an operation with a good knowledge of the legal and financial aspects of setting up operations and the public procurement code.

You also have :

  • Mastery of the use of digital tools necessary for managing operations (business software packages, digital models, office automation, etc.), ability to handle technical software packages.
  • Good mastery of project management,
  • Good knowledge and curiosity to follow technical developments in the professional field,
  • Team leadership and meeting skills, sense of negotiation and compromise,
  • Assessment of short and medium term risks based on the issues,
  • Adaptability, relational skills, listening skills and assertiveness,
  • Strong synthesis and prioritization skills, respect for commitments,
  • B license required. Frequent travel (pool of vehicles available) in relation to our locations and projects.
