(Keystone-ATS) The measure was unanimously approved Monday evening by members of the “cabildo” (municipal council) of the city which is home to many Mexicans or foreigners hoping to cross the border.

The measure provides funds to deal with an “atypical situation” if the new American president very quickly implements his threat of mass expulsion of undocumented foreigners, including Mexicans.

Trump has promised to declare a state of emergency in the United States and mobilize the military to deport foreigners as soon as he returns to power next Monday.

The plan provides for the rental of spaces to set up reception centers, legal services, internet access, according to the minutes of the cabildo meeting.

The local authorities intend to “guarantee” “migrant brothers” “dignified treatment,” declared the mayor of Tijuana, Ismael Burgueño, during the session.

Tijuana, two million inhabitants, already has numerous reception centers and shelters for migrants from all over Latin America and sometimes from Asia or Africa.

Along with Ciudad Juarez, Tijuana is the main destination for migrants who want to enter the United States, either by filing asylum applications or crossing the border illegally. The San Ysidro border crossing is considered the busiest border crossing in the world.

The Mexican government announced a plan last month to confront Trump’s promised expulsions, which prioritize Mexicans.

Mexico City has announced a “warning button” for its nationals about to be arrested in the United States, in order to notify their nearest consulate.
