“With the advice and consent of the Senate, the President may appoint ministers, ambassadors and consuls and judges of the Supreme Court.” Here is what the American Constitution says in its second article. But, a little further on, we read that the president can do without the approval of the Senate, if the Upper House is in “relaxation” (recess), in other words does not sit. It is this exception that Donald Trump, the new elected president of the United States, wants to invoke so that senators do not have a say on the composition of his cabinet.
“Any Republican senator who seeks the coveted position of leader in the United States Senate must accept nominations made during congressional recess […] We need the positions filled immediately!” tweeted Donald Trump on Monday, pointing out the risks of obstruction from the Democrats. “It’s essential, there is no other way,” agreed Elon Musk, the owner of the X network, who whispers in Donald Trump’s ear.
