A familiar face
At 62, Tom Homan is no stranger to Republicans. The function of director of ICE had already been assigned to him during Trump’s previous term from 2017 to 2021. He then spoke at numerous press conferences at the White House and before Congress.
Prior to this role, he was a border police officer and acted as an investigator and supervisor. He then left his duties as a police officer to work for the Immigration and Naturalization Service (INS).
Most recently, Tom Homan made an appearance at the Republican National Convention in July, saying, “I have a message for the millions of illegal immigrants that Joe Biden has allowed into our country: ‘You better start doing your suitcases now.”

Participation in “Project 2025”
According to CNN, Tom Homan would have participated in “Project 2025”, a vast conservative project from which Trump gradually distanced himself during his campaign. “I have no idea who is behind all this,” he said last July. Just last week, Trump said: “Project 2025, I’ve never read it, I don’t want to read it. People got together, I guess they’re extremely conservative and that’s fine and dandy. They would have a program. There were a few people who worked for me in the administration, I guess. They kept talking about Project 2025 and I said I didn’t know about it.
This project notably intends to restructure the executive, to strengthen the powers of the president. The 922-page document forecasts a dramatic expansion of presidential power over the first 180 days. Among these measures, we find the mass deportation of illegal immigrants, the elimination of the Ministry of Education, or even the elimination of funding for schools described as “too woke”. State surveillance of abortion and banning of the abortion pill are also included.

Separate children from their parents
When he was director of ICE during Trump’s previous presidency, Tom Homan was a big proponent of the idea that children should be separated from their parents to reduce illegal immigration: “Most parents don’t don’t want to be separated […] I would be lying to you if I didn’t think it would have an effect,” he declared. 4,000 migrant children were thus separated from their parents, placed in detention, during Trump’s previous mandate. The latter would now like to extend the functions of Tom Homan by entrusting him with land borders but also maritime and air surveillance, as well as “the expulsion of all illegal entrants to their country of origin”.
Donald Trump also named Susie Willes as a new member of his future cabinet. Elise Stefanik has been chosen as the United States’ ambassador to the United Nations. The inauguration of new President Donald Trump will not take place until January.
